A Regular Called Meeting of the City Commission was held on Wednesday, NOVEMBER 18, 2020, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:03 p.m. by Mayor Matthew T. Doyle.

Luke Alvey, Library Director, gave a PowerPoint presentation about the Moore Memorial Library.

PRELIMINARY PLAT APPROVAL
 
a.
Consider and take action on the approval of the Vida Costera Subdivision Master Plan, consisting of 204 lots. Located west of Hwy. 3 and south of 25th Avenue Extension. A subdivision of 53.1544 acres out of the S.A. & M.G.R.R. Survey, A-189 and John Sellers Survey, A-180, Texas City, Galveston County, TX.

Doug Kneupper, City Engineer, gave a presentation showing areal maps and tentative site plans.
 

Motion by Commissioner District 4 Jami Clark, Seconded by Commissioner District 2 Felix Herrera

Vote: 7 - 0 CARRIED

CONSENT AGENDA

Motioned by Commissioner Jami Clark and seconded by Commissioner Felix Herrera to approve Consent Agenda items a, b, c, d, and e.

Approve City Commission Minutes for November 4, 2020 meeting. (City Secretary)

b.
Consider and take action on Resolution No. 20-121, annual agreement with Texas City- La Marque Chamber of Commerce. (Management Services)
 

Vote: 6 - 1 CARRIED

 
c.
Consider and take action on Resolution No. 20-122, extending the Mayor's Declaration of Disaster. (Emergency Management)
 

Vote: 6 - 1 CARRIED

 
d.
Consider and take action on Resolution No. 20-123, approving the execution of and engineering Agreement for Services with ARKK Engineers, LLC. for the Brown Drive Construction Project. (Public Works)

Consider and take action on Ordinance No. 20-50, the second reading of an Ordinance granting Enertex NB, LLC, and its successors and assigns, for a period of five (5) years, a non-exclusive franchise and right to enter the public ways to install, operate, and maintain a distribution system. (Legal and Engineering)
 

Motion by Commissioner District 4 Jami Clark, Seconded by Commissioner District 3 Dorthea Jones Pointer

Vote: 7 - 0 CARRIED

 
b.
Consider and take action on Ordinance No. 20-51, amending the City's fiscal year 2020/2021 budget to fund design and construction of a section of Brown Drive. (Finance)
 

Motion by Commissioner District 3 Dorthea Jones Pointer, Seconded by Commissioner At-Large Thelma Bowie

Vote: 7 - 0 CARRIED

MAYOR'S COMMENTS

Mayor Johnson stated that the Fire Department passed their bi-annual inspections.
 
12.
COMMISSIONERS' COMMENTS

Each Commissioner thank Texas City residents and staff for their support and kindness during this administrative transition.

STAFF COMMENTS

Dennis Harris, Recreation and Tourism Director, stated that there will be no Christmas parade this year.
 
13.
ADJOURNMENT
Having no further business, Commissioner Dorthea Jones Pointer made a MOTION to ADJOURN at 5:37 p.m.; the motion was SECONDED by Commissioner Jami Clark. All present voted AYE. MOTION CARRIED.
