A Regular Called Meeting of the City Commission was held on Wednesday, DECEMBER 2, 2020, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas and via Zoom. A quorum having been met, the meeting was called to order at 5:01 p.m. by Mayor Dedrrick Johnson, Sr.

Don Johnson campaigned for Texas City's vote to the Harris Galveston Subsidence District.

Henry Gomez, resident, made statements against the previous administration and inquired about the November City Commission Workshop.

Consider and take action on Resolution No. 20-129, approving the purchase and installation of a new ornamental fence for Heritage Square Park from Foster Fence, LTD through BuyBoard (Contract No. 577-18), a local government purchasing cooperative. (Recreation and Tourism)

a.
Consider and take action on Ordinance No. 20-50, the third and final reading of an Ordinance granting Enertex NB, LLC, and its successors and assigns, for a period of five (5) years, a non-exclusive franchise and right to enter the public ways to install, operate, and maintain a distribution system. (Legal and Engineering)

Kyle Dickson, City Attorney, stated that the agreement will be for fifteen (15) years, not five (5).
 

Motion by Commissioner District 2 Felix Herrera, Seconded by Commissioner District 4 Jami Clark

Vote: 7 - 0 CARRIED

 
b.
Consider and take action on Ordinance No. 20-52, amending the Code of Ordinances, City of Texas City, Texas, Title III "Administration", Chapter 32 "Law Enforcement and Fire Department," Section 32.009 "Police Department; Classes of Positions," by amending the classification of Corporals/Police Officers to Police Officer and increasing the number of positions within the classification of Police Officers by six; prescribing the number of positions with each classification of the classified service of the Police Department. (Police Department)

Commissioner Keith Henry asked Chief Stanton if he was open to having discussions about the inclusivity of hiring these six (6) new officers. Chief Stanton stated that he would and also explained what the TCPD hiring requirements are.
 

Motion by Commissioner At-Large, Mayor Pro Tem Thelma Bowie, Seconded by Commissioner District 2 Felix Herrera

Vote: 7 - 0 CARRIED

 
c.
Consider and take action on Ordinance No. 20-53, amending the City's fiscal year 2020-21 Budget to appropriate funds for the purchase of a vehicle for the new part-time city marshal. (Finance)

Laura Boyd, Finance Director, spoke on the budget amendment needed for the part-time city marshal's vehicle. 
 

Motion by Commissioner District 2 Felix Herrera, Seconded by Commissioner At-Large, Mayor Pro Tem Thelma Bowie

Vote: 7 - 0 CARRIED

COMMISSIONERS' COMMENTS

All the Commissiner's wished Nick Finan a happy retirement.

STAFF COMMENTS

Thomas Munoz, Emergency Management Director, stated that there will be free Covid-19 testing every Monday of December.

Darcie Valenzuela, Marketing Coordinator, stated that there will be Drive in Movie, The Elf, on December 5th.

ADJOURNMENT
Having no further business, Mayor Pro Tem Thelma Bowie made a MOTION to ADJOURN at 5:49 p.m.; the motion was SECONDED by Commissioner District 3 Dorthea Jones Pointer. All present voted AYE. MOTION CARRIED.
