REGULAR CALLED CITY COMMISSION MEETING

M I N U T E S 

WEDNESDAY, APRIL 7, 2021 – 5:00 P.M.
KENNETH T. NUNN COUNCIL ROOM – CITY HALL

 
A Regular Called Meeting of the City Commission was held on Wednesday, April 7, 2021, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:02 p.m. by Mayor Dedrick Johnson, Sr.
 
1.
ROLL CALL

Commissioner District 3 Dorthea Jones Pointer entered the meeting at 5:05 p.m.
Commissioner At-Large Kevin Yackly entered the meeting at 5:11 p.m.

a.
Summer Recreation Programs (Recreation and Tourism)

Nicole Best, Reservation Superintendent, gave a PowerPoint and video presentation over the Summer 2021 activities scheduled.
 
6.
PUBLIC COMMENTS

Alex Colon gave public comment and passed around pictures of drainage issues on 18th Avenue N.

Jamie Jaramillo gave a public comment asking for an investigation into the Code Enforcement Department and various City Employees.

Prince Ella Green, Pastor James Green, and George W. gave public comments asking for an investigation into the Code Enforcement Department and various City Employees.

Deborah Sandles gave a public comment on the junkyard her neighbors have created next door.

CONSENT AGENDA

Motioned by Commissioner District 2 Felix Herrera, seconded by Commissioner At-Large Kevin Yackly to approve Consent Agenda items a and b.
 
a.
Approve City Commission Minutes for March 24, 2021 meeting. (City Secretary)
 

Vote: 7 - 0 CARRIED

 
b.
Consider and take action on Resolution No. 21-025, approve a contract for Bid No. 2021-402 Hardscape Materials for Amburn Esplanade Project.
 

Vote: 7 - 0 CARRIED

 
8.
REGULAR ITEMS
 
a.
Consider and take action on Ordinance No. 21-05, vacating and abandoning the street rights-of-way at Blocks 34 and 35 Texas City First Division. (Engineering & Planning)

Doug Kneuuper, City Engineer, gave a brief synopsis of this Regular Item.
 

Motion by Commissioner At-Large, Mayor Pro Tem Thelma Bowie, Seconded by Commissioner District 3 Dorthea Jones Pointer

Vote: 7 - 0 CARRIED

 
b.
Consider and take action on Ordinance No. 21-06, amending the City of Texas City's 2020/2021 fiscal year budget to appropriate funds for construction of the west side elevated water tank. (Finance)

Laura Boyd, Finance Director, and Corbin Ballast, Utilities Director, explained the necessity for an elevated water tank.
 

Motion by Commissioner District 2 Felix Herrera, Seconded by Commissioner At-Large Kevin Yackly

Vote: 7 - 0 CARRIED

 
9.
MAYOR'S COMMENTS

Mayor Johnson, Sr. stated that the Fire Department hosted a Code Enforcement Workshop and that changes in that department are being made.
 
10.
COMMISSIONERS' COMMENTS

Mayor Pro Tem Thelma Bowie gave kudos to the Information Technology Department for their training modules. She also implored citizens to be mindful of phishing schemes done through email.

Commissioner At-Large Kevin Yackly stated that Luke Alvey, Library Director, gave a wonderful presentation at the Rotaray Club meeting.

STAFF COMMENTS

Thomas Munoz, Emergency Management Director stated that the Vaccination Site hosted by the COTC had about 830 participants.

Dennis Harris, Recreation and Tourism Director, stated that the Art Show and Art Walk, hosted by the City, will take place in less than a week.

Darcie Valenzuela, Marketing Coordinator, stated that the Lone Star Deluxe Car Show will be on 6th Street.

ADJOURNMENT
Having no further business, Commissioner District 4 Jami Clark made a MOTION to ADJOURN at 5:55 p.m.; the motion was SECONDED by Commissioner District 2 Felix Herrera. All present voted AYE. MOTION CARRIED.
