A Regular Called Meeting of the City Commission was held on Wednesday, JULY 21, 2021, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:03 p.m. by Mayor Dedrick Johnson, Sr.

Nicol Anderson, resident, gave a formal complaint about her neighbor's noise and the owners renting out the home for parties.
Okie Newton and Darrell Steinbach, residents, gave complaints of a business dumping dredge spoils onto residential lots.
Henry Gomez, resident, submitted suggestions on how the Police Department should orchestrate "no-knock-warrants."

Consider and take action on Resolution No. 21-047, approving the amendment to the Tax Equivalency Payment Agreement between Valero Refining-Texas L.P., ("Valero Refining"), the Texas City Foreign Trade Zone Corporation ("Grantee"), the City of Texas City ('City"), and the Texas City Independent School District ('TCISD"). (Management Services)

Jon Branson, Executive Director of Management Services, explained that the TCISD Board approved this amendment on June 8, 2021. According to the amendmnet no party will be adversely affected by state formula funding.

Jack Haralson, Public Works Director, and David Zacherl, Fire Chief, explained that because this item was not a bid, and that they were satisfied with the work that Joiner Architect executed for the Training Facility on Humble Camp Rd, they are recommending that Joiner Architect also execute this facility near Lago Mar.

Commissioner Bowie stated that she is truly ecstatic that this Fire, Police, and EMS station will be near Lago Mar.
Commissioner Yackly gave kudos to Sgt. Rex Spottedbear for his long tenure with TCPD.

Nicole Best, Recreation Superintendent, stated that there will be a Movie in the Park/ Pavilion featuring Sonic the Hedgehog.
Laura Boyd, Finance Director, stated that her team won a Certificate of Achievement for Excellence in Finance Reporting and Distinguished Budget Presentation Award.
Michael Skiba, Head Golf Professional, stated that the aerification process has started on the greens.
Irene Fattig, Utility Billing, stated that starting in September there will be paperless billing and updated payment options for the residents of Texas City.

Having no further business, Commissioner District 4 Jami Clark made a MOTION to ADJOURN at 5:44 p.m.; the motion was SECONDED by Commissioner At Large Thelma Bowie. All present voted AYE. MOTION CARRIED.
