M I N U T E S 

WEDNESDAY, JUNE 17, 2015 – 5:00 P.M.
KENNETH T. NUNN COUNCIL ROOM – CITY HALL

 
A Regular Called Meeting of the City Commission was held on Wednesday, June 17, 2015, at 5:00 P.M. in the Kenneth T. Nunn Council Room in City Hall, Texas City, Texas. A quorum having been met, the meeting was called to order at 5:00 p.m. by Mayor Matthew T. Doyle.

PROCLAMATIONS AND PRESENTATIONS

Steve Cooley, with the Texas City Fire Fighter Association, presented the Mayor with a check for $500.00 for the City Skeet Shoot event benefiting the Texas City Foundation for the Future. Mayor Doyle thanked them for their generous donation.

PUBLIC HEARING
 
a.
Consider a request from Brent and Michelle Lyle requesting to rezone from “E” (General Business) to “A” (Single Family Residential).Being Lots 37,38, Ridgecrest S/d. Located at 2506 Clara Lane. (Planning)

Doug Kneupper, City Engineer, told the Commission that Brent and Michelle Lyle request to rezone from “E” (General Business) to “A” (Single Family Residential).Being Lots 37,38, Ridgecrest S/d. Located at 2506 Clara Lane.  Due to a pipeline easement, it would be impossible to put a house on one lot.  Instead, the house needs two lots for construction.   There is water and sewer on the property.  This request went before the Zoning Commission on May 19, 2015 and after hearing all pertinent information was unanimously approved by all members present. It is not in conflict with the land use plan or Zoning Ordinance.
 

Motion by Mayor Pro Tem Mike Land, Seconded by Commissioner At Large Dee Ann Haney to close the Public Hearing.

Vote: 7 - 0 CARRIED

PRELIMINARY ZONING APPROVAL
 
a.

Motion by Commissioner District 4 Jami Clark, Seconded by Commissioner At Large Dee Ann Haney to approve the rezoning request.

Vote: 7 - 0 CARRIED

CONSENT AGENDA
 
a.
Approve City Commission Minutes for June 3, 2015 meeting. (City Secretary)
 
b.
Consider and take action on Resolution No. 15-043, approving an Interlocal Agreement between County of Galveston, City of Galveston and City of Texas City, for receipt of the 2015 Byrne Justice Assistance Grant (JAG) Program Award.  (Police Department)

This is a Interlocal Agreement between the County of Galveston, the City of Texas City, and the City of Galveston, to agree to an equal split of the 2015 Byrne Justice Assistance Grant awarded of $31,402.00.  The amount is equally divided between the agencies.  The Texas City Police Department's award will be $10,467.34.
 
c.
Consider and take action on Resolution No. 15-044, approving and awarding Bid# 2015-087 Gasoline and Diesel Annual Contract. (Public Works)

Contract awarded to Bay Oil Company for various fuels in the unit prices bid per gallon.
 

Motion by Mayor Pro Tem Mike Land, Seconded by Commissioner At Large Dee Ann Haney to approve the Consent Agenda.

Vote: 7 - 0 CARRIED

 
9.
REGULAR ITEMS
 
a.
Second reading on Ordinance No. 15-15, approving to alter the Prima Facie speed limits along SH 146 as indicated by a recent TxDOT Speed Study.  (Planning)

Doug Kneupper, City Engineer, told the Commission there had been no changes since the last reading.  Mayor Doyle asked if the City was going by the recommendations of the study.  Mr. Kneupper advised that the City was going by the study recommendations.  Commissioner Bowie stated she heard that some sections would be reduced by as much as 15 mph.  She was told that the City would lower the speed limits as recommended by the study, but generally the reduction would be 5 mph.
 

Motion by Commissioner District 3 Dedrick D. Johnson, Sr., Seconded by Commissioner District 4 Jami Clark to approve the second reading of the Ordinance.

Vote: 7 - 0 CARRIED

 
b.
Consider and take action on Ordinance No. 15-17, amending the City of Texas City's Fiscal Year 2014-15 Budget to appropriate funds for the purchase of Police Department equipment. (Finance)

Laura Boyd, Finance Director, stated an Ordinance is needed to account for funds that were received from the Interlocal Agreement for the purchase of police equipment.  This goes hand in hand with Resolution No. 15-043, which was passed in the Consent Agenda.
 

Motion by Commissioner District 1 Thelma Bowie, Seconded by Commissioner At Large Dee Ann Haney to approve Ordinance 15-17.

Vote: 7 - 0 CARRIED

 
10.
STAFF COMMENTS

Doug Kneupper, City Engineer, noted that Mike Fitzgerald, Galveston County Engineer, retired after 36 years. Michael Shannon will be his replacement and Mr. Kneupper anticipated a continued partnership with Galveston County.

David Zacherl, Fire Chief, reminded everyone that the Fire Fighter games would be this weekend on 6th Street. He also stated that 21 teams were signed up for the BBQ Cook Off which is also taking place this weekend on 6th Street.

Derek Duckett, Emergency Management Coordinator, stated the Hurricane Town Meeting will be held on July 6, 2015, on 6th Street.

Dennis Harris, Director of Recreation and Tourism, said the Juneteenth Poetry Slam this past Friday was a great success as was the event held Saturday at Carver Park. He did note that due to the rain, the Golf Tournament was rescheduled to June 24, 2015.

MAYOR'S COMMENTS

Mayor Doyle stated the Movie on the Dike was getting a lot of likes on the City Facebook page and he anticipated that is would be a packed event.

He also noted the attendance of Jacob Gonzales, a Boy Scout in Troop 242, working on his communications badge.
 
12.
COMMISSIONERS' COMMENTS

Commissioner Bowie stated the Gospel Festival last Friday was excellent.

Commissioner Roberts noted that his son, Taylor Roberts, who was visiting from England was in attendance.

Commissioner Johnson also praised the Gospel Festival that happened last Friday.

Commissioner Clark thanked the Fire Fighters Association for their check on behalf of the Foundation For The Future.
 
ADJOURNMENT
Having no further business, Mayor Pro Tem Mike Land made a MOTION to ADJOURN at 5:20 p.m.; the motion was SECONDED by Commissioner Clark. All present voted AYE. MOTION CARRIED.
