The Parks, Recreation & Tourism Board of Directors Meeting met at 5:00 PM; Tuesday, October 14, 2025, in the Nessler Center — Captain's Room, in Texas City, Texas, with the following in attendance:

Chairperson Nathan Exom declared that a quorum was present and called the meeting of the Parks, Recreation & Tourism Board to order at 5:00 PM

A motion was made by Christopher Walters to adopt the minutes, and seconded by Brenda Williams.

(a)
Aquatics Program (Marcell Favalora)
Marcell Favalora provided an overview of the Aquatics Program, highlighting the facilities, programs, services, and recent improvements at the Nessler Family Aquatic Center.
2025 Operating Season Overview
  • Total Operating Days: 82
  • May 3–25: Weekends only
  • May 26–August 8: Daily operations
  • August 9–September 1: Weekends only
  • Total Admissions: 22,083
Revenue Summary
  • Admission Revenue: $135,670
  • Concession Revenue: $32,560.18
  • Season Pass Revenue: $1,755
  • Private Pool Party Reservations: 37 (100% reservation rate)
  • Resident Revenue: $10,800
  • Non-Resident Revenue: $400
  • Total Revenue: $181,185.18
Aquatics Swim Lessons
  • Spring: 40 participants
  • Summer: 97 participants
  • Fall: 18 participants (currently enrolled)
Natatorium Activities
  • Texas City High School Swim Team

  • CCSL Championship Series Swim Meet
Facility Maintenance and Upgrades 2025
  • Replaced all main drains and anchors at the Nessler Family Aquatic Center.
  • Completed painting in key areas, including the kiddie slide, island, and portions of the deck, focusing on areas with exposure damage.
  • Completed annual slide inspection and certification; implemented new safety standard requiring dual nuts per bolt for slide base security.
  • Addressed spalling and rebar exposure on slide bases and implemented preventive measures.
  • Replaced all five controllers with weatherproof covers.
  • Replaced two of five fan units.
Changes and Improvements for 2025 Season
  • Added an additional lifeguard stand at the base of the Tower Slide to improve traffic flow, height checks, and rider safety.
  • Introduced Mini Melts ice cream to the concessions menu.
  • Generated over $11,000 in revenue, making it the top-selling concession item of the season.

CPO Training: Completed for Marcell and Pool Tech Supervisor.
Swim Lessons: Currently 18 participants registered for the fall session.
b. Athletics – JuMarcus T.
After School Tennis Program: 21 total participants (as of October 14).
Girls Youth Volleyball: Team photo scheduled for October 14 at 6 p.m. in Gym 1.
Youth Basketball League: Registration opens October 14; currently 21 participants registered.
Carlos Garza Events:
Saturday – Perfect Game Fall Ball
Sunday – Perfect Game Fall Ball
c. Lowry Fitness Center – Michael R.
Month of September:
Member Visits: 6,649
SilverSneakers Visits: 1,235
Day Passes Sold: 137
Breast Cancer Walk sold 208 goodie bags, and had close to 100 people show up on Saturday for the walk
d. Museum – Shelby R.
Davison Home: Updated hours; PSA posted and temporary park signage installed.
Train Show Recap: 514 visitors attended.
Quilt Exhibit: Quilt drop-off through October 29; exhibit runs November 1–29.
Unplug Texas Event: October 21 – free admission day; model trains will be open.
Community History Kiosk: First kiosk updated.
e. Parks & Shooting Range – Byron S.
Parks:
New budget received; planning of upcoming projects underway.
Tree trimming crews scheduled to begin in November.
Memorial bench repairs in progress.
Shade structure addition for Rainbow Splash Pad—vendor site meeting held; installation scheduled to begin next week.
Replacement of water slide at Rainbow Splash Pad completed.
Shooting Range:

Shooting Range Safety Update:
Date of Incident: September 30, 2025
Complaint received regarding bullets traveling over the berm and flying over someones head on a boat.
La Marque PD SRT training. Rifle and pistol ranges were immediately closed for safety review.
Follow-Up Actions:
October 1, 2025 – Range closed for comprehensive safety assessment.
Joint meeting held with Public Works, TCPD, and Parks & Recreation.
Nicole and the Mayor conducted an on-site visit.
Findings and recommendations were presented to the Mayor.
Safety Improvements Implemented:
Removed concrete walking paths contributing to potential ricochets.
Constructed berms in front of all target areas.
Discontinued downrange tactical training.
All future training restricted to shooting benches during regular open hours.
Obtaining cost estimates for installation of an eyebrow curtain to prevent over-berm firing.
“No Rapid Fire” signage to be installed.
f. Recreation Centers – Michael R.
Carver Center:
715 total participants in September programs and events.
Large Events (September 1–30):
Nick Gary Foundation 10th Anniversary – Carver Baseball Field, 5 a.m.–5 p.m. (final year; highly successful).
Gasway Family Reunion – Pavilion/Founders Room; attendance over 250.
Sanders Center:
Open Gym: 729
Open Gym Volleyball: 16
Special Olympics Volleyball: 95
Line Dance: 128 (including 35 participants for the week of September 29–October 4)
Hosted Mayor’s Community Conversations on September 18, 2025,
at Sanders/Vincent Center.

Events (September–October):
United Way Kickoff Luncheon – Wings of Heritage
Big Texas Rally – Full Nessler Civic Center
Lighthouse Team Banquet – Doyle Convention Center
Independence Village Gala – Doyle Convention Center
Stephen Holmes Backyard BBQ – Doyle Convention Center
ISA Tradeshow – Doyle Convention Center
Elections: Early voting begins October 20; Election Day November 4.
Facility Updates: New AV system installed at the Doyle Convention Center.
h. Senior – Nessler – Leonora M.
For the month of September 547 meals were served and 482 trips were provided.
Gerifit started in September and will end in December
Seniors had three outings this month: Froberg’s Market, Melvin Knapp Senior Center followed by lunch at Steamboat Bills and Halloween Festival on Oct. 31st.
Line Dancing on Friday
Mammograms on 10/20
Plan on Celebrate National Senior Health and Fitness Day Nov. 26th.
i. Special Events & Programs – Dasia M.
Youth Art Classes: Begin October 21; held Tuesdays and Thursdays from 4–5 p.m. and 5:30–6:30 p.m.
Unplug Texas (October 21): Statewide initiative encouraging outdoor and recreational participation.
Adaptive Tennis – 9:00 a.m. at Lowry Fitness Center
Kickball – Carver Center
Horseshoes – Sanders Center
Halloween Festival: October 25, 1–5 p.m. at Nessler Park. Activities include games, foam party, inflatables, vendors, food trucks, costume contest, and trunk-or-treat.
Adaptive Halloween Dance: October 28, 6–8 p.m. in Wings of Heritage. Participants encouraged to wear costumes and enjoy games, music, and themed treats.

BOARD COMMENTS
Winiferd Gilmore expressed that she was very impressed with the grand opening of the 6th Street Park, noting that the event went very well and was well worth the wait.

Having no further business, Christopher Walters made a motion to adjourn the meeting at 5:51 pm. The motion was seconded by Winifred Gilmore.
