The Parks, Recreation & Tourism Board of Directors Meeting met at 5:00 PM; Tuesday, November 11, 2025, in the Nessler Center — Captain's Room, in Texas City, Texas, with the following in attendance:

Shooting Range Fee Changes (Andre Roberts)
The Board received a presentation regarding the proposed pricing updates for the Texas City Municipal Shooting Range, effective January 2026. The presentation included a comparison of historical and current pricing, along with the proposed adjustments.

The Board received a presentation regarding the proposed pricing updates for the Texas City Municipal Shooting Range, effective January 2026. The presentation included a comparison of historical and current pricing, along with the proposed adjustments.
Summary of Key Information:
Pricing Updates Effective January 2026
- Resident fee per firearm/person will increase from $6 to $10.
- Senior fee will increase from $3 to $6.
- Non-resident fee will increase from $8 to $12.
- Skeet/Trap rounds will increase from $6 to $10 per 25-target round.
- Book of 25 complete rounds will increase from $138 to $245.
- Concealed Carry student fee will increase from $6 to $10.
- Range souvenir hat price will increase from $15 to $22.
- Memberships remain under a moratorium, with pricing to be determined.
- Clay target expenses have significantly increased over time, from $3,383 in 2011 to $22,218 in 2024, not including freight.
- Case cost increased from $9.70 (2008) to $13.74 (2024).
- Consumption increased following the expansion of the 5 Stand Field in 2012.

- Deposit will increase from $25 to $100.
- Hourly rental rates will increase across all days and time blocks.
- Military/Law Enforcement will no longer train on Mondays or Tuesdays and will be limited to standard operating hours.
- Deposit increasing from $25 to $100.
- Hourly rental fees increasing for both day and night sessions.
- Standard operating hours will move to a 9:00 AM start beginning in 2026.
- Training and facility usage will be restricted to normal business hours for specific groups.

The Board received a presentation regarding the fee changes to the Summer Track Program and After-School Tennis Program, effective in the 2026 season. The proposed changes will help align program fees with rising operational costs while maintaining the quality and sustainability of both programs.

STAFF REPORT
(a)
a. Aquatics - Samantha M: As of now, we are in our third session of the Fall Swim Lessons with a total of 40 participants out of 42 available spots. We are also planning to get certified through the Red Cross to allow us to train staff members in-house. Our annual Turkey Bowl Meet is scheduled for November 21.
b. Athletics - Michael R: Afterschool Tennis: We currently have 22 participants registered. Girls Volleyball: The season has just wrapped up. We had 11U and 13U divisions. The 11U champions are Serve Hot, and the 13U champions are the Majestic Ballers. Youth Basketball: We currently have 170 participants registered. Late registration will remain open until November 17. The coaches’ meeting and draft are scheduled for November 25. We have also completed all sports activities at Carlos Garza.
c. Lowry Fitness Center - Michael R: For the month of October, there were 7,666 member visits, 1,426 SilverSneakers visits, and 74 day passes. On Thursday, November 13, we will be hosting the Member Thanksgiving Luncheon.
d. Museum - Nicole M: Our current exhibit is the Annual Quilt Show, running now through November 29. The last day to vote is November 22. This year, we have over 42 quilts on loan from local artists, compared to 19 quilts last year. We believe increased social media promotion and mailed invitations have contributed to its growth. We also hosted the First Annual Galveston County History Round-Up on November 8, featuring participation from local institutions such as Moore Library, Rosenberg Library, and the County Museum. The event helped registered visitors digitize oral histories and family photos. Upcoming Events: Adaptive Recreation: November 22 Quilt Show Reception and Awards (After Hours): November 22, Upcoming Exhibit: Christmas Vintage Toy Exhibit, opening December 6 through January 10.
e. Parks & Shooting Range - Byron S: The team has been busy with tree trimming and mowing throughout the city, as well as memorial bench repairs. Preparations are underway for the reopening of the Shooting Range, including countertop and sink replacements scheduled for Wednesday, along with contractor work. At the Convention Center, palm tree replacements are planned for Wednesday morning. The landscape crew is also completing the seasonal color change across the city. Tanger volunteers assisted the landscape crew on Tuesday and Wednesday with planting projects. The Carlos Garza fields have been closed for the season and are currently being seeded and rested until next year.
f. Recreation Centers - Carver, Sanders, Nessler - Michael R: Carver Community Center:For the month of October, a total of 1,558 people visited the facility. The largest event hosted was the TCISD Lights After Dark event, with 250 school-age students and parents in attendance.
Sanders Community Center: Open Gym: 836 participants. Line Dance: 30 participants. Special Olympic Volleyball: 146 participants. Volleyball: 51 participants. Halloween “Stop By” Event: 108 attendees.
g. Reservations - Amanda G: The Reservation Office has been very busy recently supporting several events, including: Early Voting and Election Day, Tax Office Staff Development Day, Gulf Shore FCU Annual Meeting, La Marque High School FFA Banquet, LEADS, Homeless Navigation Day, Texas City Garden Club Holiday Market, Veterans Day Event, TCISD Leadership Conference. Numerous baby showers in different rooms.
h. Senior - Nessler - Leonora M: In October, the Senior Program provided 520 congregate meals and 418 transportation units. From November through December, we are hosting a six-week weight challenge, “Maintain No Gain.” The program includes weekly weigh-ins, healthy snacks, and recipe sharing, with a celebration at the end of the challenge. We continue to offer Line Dancing, Sitzercise, and Geri-Fit Classes, and have recently added Chair Tai Chi twice a month. Upcoming events include: Thanksgiving Luncheon at The Psalm of Life – November 20, Thanksgiving Luncheon by The Gathering Place (held at the Senior Center) – November 25.
i. Special Events/Programs - Dasia M: In October, we wrapped up our Annual Halloween Festival on October 25. Due to weather concerns, the event was moved indoors to the Doyle Center. Despite the change, it was a great success with vendors, games, prizes, trunk-or-treat, costume contests, and plenty of fun for all.A special thank you to the Park Board members who volunteered as judges for the Costume Contest—your time and support were greatly appreciated! Upcoming Events:November 29: Mayor’s Tree Lighting – 5:00 PM at City Hall, December 4: Christmas Parade – 5:30 PM, lineup at Nessler Park (3 volunteers needed for judging), December 13: Snow Spectacular – 11:00 AM–3:00 PM at Nessler Park, December 16: Adaptive Holiday PJ Party – 6:00–8:00 PM at Nessler Center, Wings of Heritage Room.
