ACTION REQUEST
Consider approval of Ordinance No., amending the Code of Ordinances, City of Texas City, Texas, Title III "Administration", Chapter 32 "Law Enforcement and Fire Department", Section 32.009 "Fire Department; Classes of Positions", by increasing the number of positions allocated to the classification of Firefighter from 49 to 50 and increasing the total number of authorized “Classified Service” positions by (1) one, from 93 total positions to 94 total positions, In order to facilitate the College of the Mainland Public Private Partnership MOU agreement between the City of Texas City and COM, the number of firefighter positions must increase by one.
BACKGROUND (Brief Summary)
Local Government Code 143: Municipal Civil Service for Firefighters and Police Officers; Section 143.021 (a) requires the City Commission to prescribe the number of positions in each classification. In order to facilitate the College of the Mainland Public Private Partnership MOU agreement between the City of Texas City and the COM, the number of firefighter positions must increase by one.
The City will provide a Fire Marshal who shall be assigned primary duties on COM projects, including inspecting new and future construction projects and renovations on COM’s Texas City campus. The City will hire, supervise, and schedule all the activities of this new position.
As part of the agreement, COM will pay the City the maximum amount of One Hundred and Twenty Thousand ($120,000.00) dollars each year, the agreement is in effect.
RECOMMENDATION
I recommend the City Commission approve an ordinance adopting a resolution to increase the Fire Department "Classified Positions" by one (1) in order to facilitate the Public Private Partnership MOU agreement between the City of Texas City and College of the Mainland.
