NOTICE is hereby given that the City Commission of Texas City will hold a PUBLIC HEARING on Wednesday, September 20, 2023, at 5:00 p.m. in the Kenneth T. Nunn Room at City Hall, 1801 9^th Avenue North, Texas City, Texas.

The purpose of the Public Hearing is to hear citizens' opinions in favor of or in opposition to the City of Texas City's proposed 2023/2024 Fiscal Year Budget.

Any citizen wishing to voice his/her opinion in favor of or in opposition to the City's proposed 2023/2024 Fiscal Year Budget is invited to be present and will be heard. Written comments will be accepted and considered on or before the date of the Public Hearing.

FY23/24 Mutual Aid Agreement with the County of Galveston

ACTION REQUEST

Consider and take action authorizing the Mayor to execute a one-year agreement between the County of Galveston and the City of Texas City for Mutual Aid. (Fire Department)

BACKGROUND (Brief Summary)

New annual agreement replacing the FY 2022/23 Agreement between the parties. During the term of this Agreement, the City will provide mutual aid to the unincorporated areas of Galveston County when requested and in exchange will receive a one-time payout of $22,500.00 from the Commissioners Court.

RECOMMENDATION

The Fire Chief recommends approval of the Mutual Aid Agreement.

FY 2024 Contract for Water Pollution Control Abatement

Approve a revised contract between the Galveston County Health District and the City of Texas City for water pollution control and abatement services for the 2024 fiscal year.

BACKGROUND (Brief Summary)

The City of Texas City is a member for the Galveston County Health District and responsible for the quality of the water within it's jurisdiction, and has elected to contract for water quality services with the Galveston County Health District.

The contract and cover letter are attached for your review.

RECOMMENDATION

It is the recommendation of the Utilities Department the City of Texas City pay the performing party an annual fee $40,799.00 for the services set forth in the attached agreement and that the Mayor be authorized to execute a contract on behalf of the City Commission.

Award Commissioners' Community Grant to Baby Stewart Foundation

Consider and approve award of Community Grant to Baby Stewart Foundation, on behalf of Commissioner Knoxson, in the amount of $5,000 to assist the organization in providing hygiene items, clothing, and household essentials to Texas City families in need. Funds will also be used for venue expenses.

BACKGROUND (Brief Summary)

The Baby Stewart Foundation was founded by Ashley Gooden-Stewart in August 2015, shortly after the death of her 3 1/2-month-old son CJ Stewart. BSF's mission is to provide working class families and individuals in need of baby necessities, hygiene products, clothing, car seat safety, and bereavement support at no cost. Grant funded services are to be provided in Texas City.

RECOMMENDATION

It is the recommendation of Mayor Johnson and the Director of Community Development & Grants Administration that the grant be awarded.

BACKGROUND (Brief Summary)

At the August 16, 2023, City Commission meeting, after the tax rate public hearing, Commission unanimously adopted the tax rate of $0.49 per $100 property valuation. As a result, more tax revenues will be raised in fiscal year 2023-2024 than in fiscal year 2022-2023. Texas Local Government Code Section 102.007(c) requires that adoption of a budget that will require raising more revenue from property taxes than in the previous year requires a separate vote be taken of the governing body ratifying the property tax increase reflected in the budget, in addition to and separate from the vote to adopt the budget or a vote to set the tax rate required by Chapter 26, Tax Code, or other law.

RECOMMENDATION

Recommend approval.
