| SUBJECT: | Discussion and Direction Regarding a Proposed Amendment to the Monument Sign Advertising Policy for New Business Promotional Advertising

Recommendation:
Discuss the proposed amendment to the City’s Monument Sign Advertising Policy to allow newly licensed businesses to receive complimentary digital advertising on the City-owned monument sign for a period of sixty (60) days from the date of business license approval or issuance of a Certificate of Occupancy and provide direction to Staff.
Background/Analysis:
In December 2025, a monument sign located in the Canyon Lake Towne Center was donated to the City of Canyon Lake, becoming a City-owned asset. The sign includes both digital advertising display capabilities and permanent panel signage.
On February 17, 2026, the City Council adopted an Advertising Policy and Fee Schedule governing the use of the monument sign. The policy established eligibility requirements, content standards, display parameters, and pricing tiers for digital advertising, as well as annual maintenance fees for permanent panel signage.
Since adoption of the program, staff has continued to evaluate opportunities to utilize the monument sign as a tool to support local businesses and promote economic activity within the community. Staff is presenting a recommendation to amend the Advertising Policy to allow newly established businesses in Canyon Lake to receive complimentary digital advertising on the monument sign for a limited period.
Under the proposed amendment, businesses would be eligible for one sixty (60) day digital advertisement beginning on the date their City business license is approved or upon issuance of a Certificate of Occupancy.
All advertisements would remain subject to the existing Advertising Policy requirements, including content standards, formatting guidelines, and administrative approval. After the 60-day promotional period, businesses would have the option to continue advertising on the monument sign under the adopted fee schedule.
Staff believes this amendment would provide additional visibility for new businesses while utilizing the monument sign as a tool to support local economic development and community awareness of new services available within the City.
