| SUBJECT: | Consideration of a Resolution Adopting a Fee Schedule for Law Enforcement Services |

Recommendation:
(1) Open the public hearing and take public testimony; and (2) adopt Resolution No. 2026-21 establishing a fee schedule for law enforcement services.
Background/Analysis:
The Riverside County Sheriff’s Department (“Sheriff’s Department”) currently provides law enforcement services within the City of Canyon Lake (“City”) pursuant to the City’s contract with the Sheriff’s Department. The Sheriff’s Department maintains a fee schedule for various law enforcement-related services presently provided within the City. The Sheriff’s Department has calculated its fee schedule using billing rates designed to achieve full cost recovery for the services provided, except where fees are set by State law.
The proposed City fee schedule for law enforcement services is based on the Sheriff’s Department’s current fee schedule (FY 25-26) and is scheduled to be assumed by the Canyon Lake Police Department in the future. The proposed City fees will not exceed the fees currently established by the Sheriff’s Department for the same or similar services. Furthermore, the proposed fees are charges for specific government services or products provided directly to the person requesting or receiving the service, are not imposed for general law-enforcement availability or readiness, and are intended to recover no more than the City’s reasonable costs of providing those services. For the interim period, the City has reviewed the Riverside County Sheriff’s Department FY 2025-26 fee schedule for comparable services and determined that the proposed fees are a reasonable proxy for the City’s anticipated near-term costs pending completion of a comprehensive Citywide fee study.
The proposed fee schedule is intended to serve as an interim measure. After the City has established the Police Department, the City intends to conduct a Citywide comprehensive fee study, including law enforcement-related services to further evaluate and refine such fees.

The proposed fees are intended to recover only the City’s reasonable costs of processing and providing the services identified in in the proposed Resolution. No net fiscal impact is anticipated.
