SUBJECT:  
Adopt a Resolution Approving a Fire Department Position Reclassification
     


Recommendation:

That the City Council adopt Resolution No. 2025-45 approving the conversion of one (1) part-time Fire Engineer position to one (1) part-time Fire Captain/Paramedic position within the Fire Department; and approve the corresponding amendment to the City's Salary Schedule to include the new part-time Fire Captain/Paramedic classification and pay range.  

Background/Analysis:

The Fire Department currently employs a combination of full-time and part-time personnel to provide fire suppression, emergency medical response, and community risk reduction services.  The Department's operations needs have evolved in recent years, including increased training demands, administrative oversight, and coordination of part-time and reserve personnel.

At present, the Department has utilized one part-time position to support basic firefighting and engineering skills.  As the part-time Fire Engineer was hired into a full-time position, the need for supplemental personnel in a supervisory rank has become more apparent.  To address this, staff has evaluated the Department's organizational structure and determined that converting an existing part-time Fire Engineer position to a part-time Fire Captain/Paramedic position will improve supervision, training, operational efficiency, add greater flexibility, and operational efficiency without increasing the total number of budgeted positions. 

The proposed part-time Fire Captain/Paramedic position will provide supervision of a fire engine company, assist with staffing for vacancies of all ranks, and provide supplemental staffing for strike team responses.  In addition, this position can assist with ensuring adherence to department policies, safety procedures, and training standards.  The position will also support incident command functions and assist with administrative duties such as scheduling, training, and fire prevention and community risk reduction services.  The timing for this conversion is advantageous as the existing part-time Fire Engineer was recently hired as a full-time Fire Captain.  The proposed salary range aligns proportionally with the existing full-time Fire Captain/Paramedic pay scale and maintains internal pay equity within the Fire Department.

While the actual hourly rate will increase with the reclassification, the budgeted allotment will not increase.
