Adopt Resolution No. 2026-38 rescinding Resolution No. 2024-39 and adopting the City's amended Conflict of Interest Code.

Pursuant to the Political Reform Act (Act), every government agency must adopt a Conflict of Interest Code (COI Code) identifying positions required to file Statements of Economic Interests (FPPC Form 700) and specifying their disclosure requirements. The COI Code must identify positions within the City that make or participate in making governmental decisions that may affect their financial interests. The Act requires agencies to review their COI Code in even-numbered years and update it as necessary to reflect changes in positions and responsibilities.

The City last adopted its COI Code on September 3, 2024. The proposed amendments update the designated positions to align the Conflict of Interest Code with the City's current organizational structure and the positions authorized in the City's adopted budget.

Approval of the amended COI Code ensures continued compliance with the Political Reform Act and maintains transparency in governmental decision-making.
