Adopt Resolution No. 2026-37 authorizing the City's participation in the County of Riverside Urban County Program for Federal Fiscal Years 2027-2028, 2028-2029, and 2029-2030, approving the Cooperation Agreement between the County of Riverside and the City of Canyon Lake, and authorizing the City Manager to execute the agreement on the City's behalf.

The County of Riverside administers the Urban County Program, which enables participating local jurisdictions to receive and benefit from federal housing and community development funding administered by the U.S. Department of Housing and Urban Development (HUD). Through the Urban County Program, participating agencies may be eligible to receive funding through the Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG).

To continue participating in the Urban County Program, the City of Canyon Lake must enter int a Cooperation Agreement with the County of Riverside for Federal Fiscal Years 2027-2028, 2028-2029, and 2029-2030. The agreement establishes the City's participation as a cooperating unit of local government and allows the County to include the City in its Urban County designation and Consolidated Planning process.

Participation in the Urban County Program preserves the City's eligibility to apply for and receive federal funding opportunities that may support future community development, public facility improvements, housing, and eligible public service projects. The Cooperation Agreement also allows the City to participate in the County's required planning efforts associated with these federal grant programs.

Approval of the Cooperation Agreement ensures the City remains eligible to participate in the program throughout the three-year term and maintains access to potential funding opportunities administered through the County.  Although the County has requested that the Cooperation Agreement be executed by July 31, the City was granted an extension because the City Council does not have a meeting scheduled in July.
