The City adopted its 6th Cycle Housing Element for the 2021–2029 planning period on November 12, 2025, and submitted it to the California Department of Housing and Community Development (HCD) for review.  HCD received the adopted Housing Element on December 15, 2025, in accordance with State law. 

By letter dated December 15, 2025, HCD notified the City that its adopted 6th Cycle Housing Element has been found to be in substantial compliance with State Housing Element Law (Government Code section 65580 et seq.). This determination confirms that the Housing Element satisfies statutory requirements for the current planning cycle. 

As noted in HCD’s letter, the City will continue the timely and effective implementation of all Housing Element programs and actions and will monitor and report progress through the required Annual Progress Reports pursuant to Government Code section 65400. 

No further action by the City Council is required at this time.
