| SUBJECT: | Consideration of an Agreement for Municipal Services with the City of Lake Elsinore for Public Works Services

Recommendation:
Approve the Agreement for Municipal Services Agreement with the City of Lake Elsinore on a form approved by the City Attorney and authorize the City Manager to execute all documents necessary to effectuate the transaction.
Background/Analysis:
The City of Canyon Lake periodically requires supplemental Public Works support for road closures, traffic control, and related field operations associated with construction projects, emergencies, and special events. Due to limited in-house staffing and equipment resources, the City has used a private contract company for these services; however, scheduling challenges and the company’s discontinuation of service in this area created operational gaps. The City Managers of Canyon Lake and Lake Elsinore have reached a conceptual agreement for Lake Elsinore to provide qualified personnel and equipment on an as-needed basis with services performed in compliance with accepted industry standards and practices, for an initial 2-year period. Entering into a cooperative municipal services agreement provides operational flexibility and ensures timely response capability.
Under the proposed agreement, Lake Elsinore will provide properly trained Public Works personnel, tools, and equipment necessary to perform a variety of tasks including, but not limited to, the following:

- Partial/full road closures
- Installation of barriers, detour signage, and traffic control devices
- Coordination with utilities, emergency services, and law enforcement
- Traffic management for construction, emergency incidents, and special events
The City will compensate Lake Elsinore based on fully burdened hourly rates for assigned personnel plus an administrative overhead charge. Services are strictly on an as-needed basis and costs will be incurred only when services are requested and authorized. Funding will be drawn from applicable project or operating budgets as appropriate. This structure ensures predictable labor costs, payment only for actual services performed and no minimum financial commitment to the City. Further, the proposed agreement provides the City with immediate access to experienced Public Works personnel and cost efficiency compared to hiring additional full-time staff.
The City Council’s approval of the proposed agreement provides the City of Canyon Lake with a flexible, cost-controlled mechanism to secure qualified Public Works support when needed and enhances service reliability. The City Attorney will memorialize the negotiations into a final Agreement for Municipal Services for signature by the City Manager.

Additional Fiscal Information:
The proposed agreement is on an as-needed, time-and-materials basis, with the City paying only for services requested and performed. Funding will be provided through multiple City funds, including 510-Public Works Administration, 515-NPDES, 550-Building & Facilities Maintenance, and Gas Tax Fund 20. Sufficient appropriations will be included in the annual budget, and any significant unanticipated demand will be addressed through the City’s standard budget amendment process.
