| SUBJECT: | Second Reading and Adoption of Ordinance No. 274 - An Ordinance Of The City Council of the City of Canyon Lake, California, Repealing Ordinance No. 252 and Adding Chapter 3.48 (Transportation Uniform Mitigation Fee Program) to Title 3 (Revenue and Finance) of the Canyon Lake Municipal Code Relating to the Western Riverside County Transportation Uniform Mitigation Fee Program and Establishing Annual Construction Cost Index Adjustments |

Recommendation:
Conduct second reading and adopt Ordinance No. 274 - An Ordinance Of The City Council of the City of Canyon Lake, California, Repealing Ordinance No. 252 and Adding Chapter 3.48 (Transportation Uniform Mitigation Fee Program) to Title 3 (Revenue and Finance) of the Canyon Lake Municipal Code Relating to the Western Riverside County Transportation Uniform Mitigation Fee Program and Establishing Annual Construction Cost Index Adjustments.
Background/Analysis:
At the April 14, 2026, City Council meeting, the City Council approved the first reading of Ordinance No. 274 and adopted Resolution No. 2026-16 establishing the updated TUMF fee schedule.
The most recent update to the TUMF Nexus Study and Administrative Plan was completed in September 2024. Following this update, the WRCOG Executive Committee recommended that member agencies amend their ordinances to reflect changes in the TUMF network and updated construction costs. The City previously adopted Ordinance No. 252, on April 9, 2025, to implement these changes; however, it was adopted as an uncodified ordinance.
Ordinance No. 274 will repeal Ordinance No. 252 and add Chapter 3.48 to the Canyon Lake Municipal Code, formally establishing the City's participation in the TUMF Program and providing for annual CCI adjustments. The ordinance also clarifies residential land use definitions to ensure consistency with current development patterns, state housing law, and WRCOG TUMF land use classifications.

Ordinance No. 274 updates the TUMF fee schedule for new development, as follows:
- $12,705 per single-family residential unit 1,800 square feet or less
- $14,292 per single-family residential unit between 1,801 and 2,300 square feet
- $15,881 per single-family residential unit between 2,301 and 2,700 square feet
- $19,851 per single-family residential unit greater than 2,700 square feet
- $8,021 per multi-family residential unit
- $2.39 per square foot of an industrial project
- $7.92 per square foot of a retail commercial project
- $5.02 per square foot of a service commercial project
- $2.51 per square foot of Class A and B office
