Consideration of a 10-Year Agreement with AXON Enterprises, Inc. for Police Department Equipment
     


Recommendation:

Approve an agreement with AXON Enterprise, Inc. for a period of ten years and authorize the City Manager to execute all documents necessary to effectuate this action on forms acceptable to the City Attorney.

Background/Analysis:

The city has authorized the establishment of a municipal police department to enhance public safety services and ensure local control over law enforcement operations. To ensure operational readiness the city is working on purchasing necessary and required equipment for its police officers. AXON Enterprise is the industry leader in developing equipment, technology and software for law enforcement agencies.  This includes Taser technology, body-worn cameras, in-car cameras and management software.  The city has been negotiating with AXON technologies since the implementation of the Canyon Lake Police Department.  The goal of the city has been to set up the municipal police department, for long term sustainability regarding equipment and services.  The latest agreement with AXON Enterprises provides, 12 Tasers, including all hardware, holsters, virtual training and an unlimited supply of replacement cartridges, 12 Body Worn Cameras, including hardware, uniform clips, software and unlimited video and digital evidence storage, 6 in-vehicle cameras, including installation and unlimited video storage, 3 ALPR pole cameras, including installation and unlimited video storage. (The ALPR cameras were provided free of charge).  The agreement also includes a 10-year warranty on all equipment with a replacement of all Tasers and cameras, updated to the latest equipment and technology, at the five-year mark. 

The proposed agreement will ensure the yearly rate does not change from year 1 to year 10. This ten-year agreement will allow the city to control the rising costs for technology and equipment as it relates to the establishment and long-term sustainability of the city police department.
