Public Comment:  Any person wishing to address the City Council on any matter within the jurisdiction of the City, whether or not it appears on this agenda, is asked to complete a speaker card and provide it to the City Clerk prior to the start of public comment.  The City Council has adopted a time limit of three (3) minutes per person.  Comments on specific agenda items will be heard when the item is called.  Please note that if you are addressing the City Council on items NOT on the agenda, the Brown Act does not allow discussion of such items.  Therefore, the City Council may only do the following: refer the matter to staff, ask for additional information or request a report back, or give a very limited factual response.  Electronic comments may be submitted to cityclerk@canyonlakeca.gov.  Comments submitted electronically will be provided to the City Council and included in the official record but will not be read aloud during the meeting.
CEQA Notice:  Unless stated otherwise on the agenda, every item on the agenda is exempt from CEQA Guidelines sections 15060(c), 15061(b)(3), 15273, 15378, 15301, 15323 and/or Public Resources Code section 21065.

CONSENT CALENDAR
All items listed on the Consent Calendar are considered to be routine in nature and may be enacted in one motion. Individual items may be removed by a Council Member for separate discussion immediately after the adoption of the balance of the Consent Calendar. All ordinance titles are deemed to be read in their entirety and further reading waived on any ordinance listed on the Consent Calendar.

Approve Claims and Demands of the City
 
Recommendation:
 
Adopt Resolution No. 2026-14  Approving Claims and Demands of the City.

Approval of City Council Meeting Minutes
 
Recommendation:
 
Approve the minutes of the March 11 and March 17, 2026, City Council meetings.
 
3.
Adopt a Resolution Approving a Budget Allocation of $16,782.50 from PEG Funds for the Purchase of Hybrid Meeting Equipment
 
Recommendation:
 
Adopt Resolution No. 2026-15 approving a budget allocation of $16,782.50 from Public, Educational, and Government Access (PEG) funds for the purchase of a Crestron Automate VX system for hybrid public meetings.
 
4.
Consideration of a PSEC Use Agreement with the County of Riverside for Public Safety Enterprise Communication System (PSEC) Radio Services
 
Recommendation:
 
Approve the PSEC Use Agreement between the City of Canyon Lake and the County of Riverside for use of the Public Safety Enterprise Communication System (PSEC) and authorize the City Manager to execute the Agreement.

Introduction And First Reading Of Ordinance No. 274 - An Ordinance Of The City Council of the City of Canyon Lake, California, Repealing Ordinance No. 252 and Adding Chapter 3.48 (Transportation Uniform Mitigation Fee Program) to Title 3 (Revenue and Finance) of the Canyon Lake Municipal Code Relating to the Western Riverside County Transportation Uniform Mitigation Fee Program and Establishing Annual Construction Cost Index Adjustments; and Adoption of a Resolution Establishing the Updated TUMF Fee Schedule  
 
Recommendation:
 
(1) Open the public hearing and take public testimony; (2) waive full reading and introduce by title only Ordinance No. 274 An Ordinance Of The City Council of the City of Canyon Lake, California, Repealing Ordinance No. 252 and Adding Chapter 3.48 (Transportation Uniform Mitigation Fee Program) to Title 3 (Revenue and Finance) of the Canyon Lake Municipal Code Relating to the Western Riverside County Transportation Uniform Mitigation Fee Program and Establishing Annual Construction Cost Index Adjustments; and (3) adopt Resolution No. 2026-16 to establish the updated TUMF fee schedule for residential and non-residential development within the City, reflecting the fees set forth in the WRCOG 2024 Nexus Study, and ensuring that fee collection is consistent with the TUMF Administrative Plan and applicable state law.

Introduction and First Reading of Ordinance No. 275 - An Ordinance Of The City Council Of The City Of Canyon Lake, California, Amending Chapter 11.25 (Special Events) of the Canyon Lake Municipal Code to Clarify Special Event Permit Requirements and Exemptions; and Adoption of a Resolution Eliminating Certain Permit Fees
 
Recommendation:
 
(1) Waive full reading and introduce by title only Ordinance No. 275  - An Ordinance Of The City Council Of The City Of Canyon Lake, California, Amending Chapter 11.25 (Special Events) of the Canyon Lake Municipal Code to Clarify Special Event Permit Requirements and Exemptions; and (2) adopt Resolution No. 2026-17 eliminating certain Special Event permit fees.

Adoption of Urgency Ordinance No. 276 - An Urgency Ordinance of the City Council of the City of Canyon Lake, California, Amending Section 9.25.050 of the Canyon Lake Municipal Code to Add Subsection 9.25.050(b)(4), Authorizing a Business Otherwise Eligible for a Monument Sign to Erect a Second Wall Sign in Lieu of Such Monument Sign; and (2) Introduction and First Reading of Ordinance No. 277 - An Ordinance of the City Council of the City of Canyon Lake, California, Amending Section 9.25.050 of the Canyon Lake Municipal Code to Add Subsection 9.25.050(b)(4), Authorizing a Business Otherwise Eligible for a Monument Sign to Erect a Second Wall Sign in Lieu of Such Monument Sign
 
Recommendation:
