RECOMMENDATION
Staff recommends motion to approve resolution adjusting Mountview Cemetery's fees.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Mountview Cemetery is supplemented by the General Fund by an average of $360k / annually.
Current level of funding allows staff to apply best practice maintenance standards, as well as small improvement projects.
Resolution submitted to increase Mountview Cemetery fees/prices 10%/year, each of the next 5 years, in order to decrease the cemetery reliance on the general fund.
Proposal presented to finance committee on 7/12/2023. Committee indicated it would recommend approval of proposed cemetery fees.

ALTERNATIVES
City Council may:
- Approve; or,
- Not Approve
FISCAL EFFECTS
- With no change to cemetery prices we can expect to continue to operate with a $360k deficit
- A 10% increase reduces deficit to $352k, 50% increase to a $307k deficit, 400% increase for full cost recovery, assuming sales remain consistent.
- Propose decrease in cost of infant graves and infant burials. With an average of less than one infant burial/year, proposed decrease would have a negligible effect on cemetery revenue.
- Proposed new fee for second rite of interment (burial of cremains on a relatives grave) estimated to generate $7k/year.
- Proposed vault sales/access fee estimated to generate $8k-$20k/year
SUMMARY
Recommend approval of cemetery fee resolution which will increase cemetery fees and implement additional service fees. With these changes, it is estimated the cemetery budget deficit would decrease from $360k to $285k by FY29.
