RECOMMENDATION

Staff recommends the City Council reject all bids received for WO 23-27: Landfill Household Hazardous Waste Facility.  

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The City of Billings Regional Landfill (Landfill) currently uses two self-contained containers for standard household hazardous waste (HHW) materials; one container for e-waste, and a small canopy for oils and petroleum waste.  These structures comprise the existing HHW facility and are located off of the paved roadway, away from the Drop-Off Building where customers are directed to deposit their regular waste.  When customers have household hazardous waste to deposit, Solid Waste staff often have to stop and leave where they are working to go help these customers with their waste.  Furthermore, the new facility will provide improved environmental containment for liquids and less exposure to rain.

W.O. 23-27 involves the construction of a new HHW Facility adjacent to the existing Drop-Off Building.  Customers can stay on a paved surface with controlled traffic routes, making it safer to use.  Hazardous materials can be dropped off and stored under this single, larger structure.  The location is much more convenient for both customers and staff, making operations more efficient.  The facility consists of a concrete slab on grade with a concrete curb on three sides and a built-in sump for liquid containment.  The slab will be covered by a pre-engineered metal canopy system (open walls), with interior lighting and ancillary electrical components.  The project also includes a new asphalt approach and miscellaneous site grading and drainage improvements.  


W.O. 23-27 was advertised August 11, August 18, August 25, and September 1, 2023, in the Yellowstone County News and on the City’s website.  Bids were opened September 5, 2023.  Two bids were received.  K2 Civil submitted the lowest responsible bid.  All bids were higher than the estimate and project budget.  Staff is reviewing and re-designing some project items to lower costs and will re-bid the project to obtain more favorable bids.

ALTERNATIVES

City Council may:
  • Reject all bids for WO 23-27, Landfill Household Hazardous Waste Facility.  There is no viable alternative.

FISCAL EFFECTS

The following bids were received:

The low bid of $490,000 exceeds the available budget, so staff is recommending to reject all bids.  The project will be reviewed, the design will be updated to achieve cost saving measures, and the project will be re-bid in the future.
