RECOMMENDATION

Staff recommends that Council award a contract for SID 1421 Cypress Point to Askin Construction in the amount of $939,985.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

SID 1421 Cypress Point, was created to construct water, sanitary sewer, storm drain, curb and gutter, and street improvements to Opal Lane, Greenbriar Road, and Cypress Point located in Lake Hills Subdivision.  SID 1421 was created at the January 23, 2023, City Council meeting. The project was bid on April 4, 2023.  At that time, all bids were higher than the project budget by approximately $80,000.  All bids were rejected at the May 8, 2023, City Council meeting. 

The project design was modified and re-advertised on August 4, 11, 18, and 25, 2023, in the Yellowstone County News and on the City's website.  Bids were opened on September 5, 2023, and five bids were received.  Askin Construction submitted the lowest responsible bid.  

ALTERNATIVES

City Council may:
  • Award SID 1421 Cypress Point to Askin Construction; or,
  • Do not award the contract.  If not awarded, the project may be more expensive in the future and private property owners could construct the project using other methods.

This SID project was budgeted in FY24 utilizing the sale of bonds. The low bid of $932,985 is approximately $24,000 more than the amount estimated.  Staff worked with the consultant engineer that designed the project to value engineer some items within the project to save money.  A small re-design will be completed that will allow staff to execute a change order credit that will save approximately $24,000 and bring the project within estimates. There is adequate budget to award the project.
