RECOMMENDATION
Staff recommends that the City Council approve the purchase of De-icer/Anti-icer for $1.51 per gallon from Brenntag Pacific for one year with the option of purchasing the de-icer/Anti-icer for years two and three based on mutual consent of the City and the supplier.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Public Works Department uses liquid calcium chloride on city streets and roads during the winter months to aid in ice and snow removal. On average, between 160,000 and 180,000 gallons of this liquid is used each season. The bid for calcium chloride was advertised on September 8 and September 15, 2023, in the Yellowstone County News and on the City's website. Bids were opened on September 19, 2023, and four bids were received. Brenntag Pacific submitted the lowest responsible bid. Dustbusters provided two bids for magnesium chloride rather than calcium chloride, so these bids were not considered. Calcium chloride was specified in the bid because magnesium chloride requires more maintenance as the product requires frequent mixing. Additionally, Public Works has calcium chloride on hand and the two products are not compatible to be mixed.
ALTERNATIVES
City Council may:
- Approve the award for the purchase of the calcium chloride liquid from Brenntag Pacific; or,
- Not approve the purchase of the calcium chloride liquid. If not approved, it will make it more difficult for the Public Works Department to clear the ice and snow this coming winter and increase safety concerns.

The de-icer/anti-icer product is budgeted for in the FY24 Street and Traffic budget. The price paid last year was $1.35 per gallon. The current low bid is $.16 more or an 11.8% increase; however the new bid price is in effect for three years. There is sufficient budget to award this bid.
