RECOMMENDATION
Staff recommends that City Council reject all bids.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 23-46: Compost Facility Waterline is a water main extension project that provides a water source for mixing operations at the City's new Compost Facility located adjacent to Hillcrest Road. The project extends 12-inch and 8-inch water main approximately 2,950-feet to the City's Compost Facility. As bid, the project proposed a water service installation to the MDU Facility near the intersection of Hillcrest Road and Stratton Road with the intent that MDU cost share in the water main extension. City staff discussed the water service opportunity with MDU prior to bidding the project, and they were interested in the water service, depending on the cost of the extension. After the bid, MDU was not interested in obtaining water service to the MDU facility and sharing in the cost of the water main. Since a 2-inch water service is the minimum size required to serve the compost facility, staff recommends rejecting all bids and rebidding the project with a 2-inch water service to the compost facility.
The project was advertised on July 28, August 4, 11, 18, 25, September 1, 8, and 15, 2023, in the Yellowstone County News and on the City's website. Bids were opened on September 19, 2023, and seven bids were received. COP Construction submitted the lowest responsible bid.

City Council may:
- Reject all bids. If the project is not awarded, staff will re-bid the project with a 2-inch water service.
