At the October 2, 2023, Council Work Session, Staff presented the status of the stormwater utility development process and recommendations made by the Stormwater Advisory Committee and Council’s Budget and Finance Committee relative to three independent programmatic updates.  The three programmatic updates presented to Council were:  1) Updating the stormwater rate structure, 2)  Implementing a stormwater system development fee, and 3) Selecting a stormwater level of service with corresponding rates for the four primary stormwater service categories.  

After discussion at the Work Session, Council advised Staff to proceed with a Phase III scope of work (this contract) to further develop and implement all three of the presented programmatic updates.  Phase III includes refining the rate design to match the selected level of service package, developing the system development fee and corresponding resolution, assisting in customer billing data support for updates to the rate structure, and engaging in public involvement to clearly communicate changes that will occur.  The contract amount for Phase III is $137,858.00.
        

City Council may:

• Approve Contract Amendment No. 2 with FCS Group in the amount of $137,858.00 ; or,
• Do not Approve Contract Amendment No. 2 with FCS Group.  If not approved, the City will be unable to proceed with progression and development of an appropriate rate structure and rates for stormwater..  

Work for W.O. 20-37: Stormwater Utility Development, Phase III Scope, Contract Amendment No. 2, was budgeted in FY24 using Stormwater funds.  There are adequate funds to award this contract.
