RECOMMENDATION

Staff recommends that City Council award a contract for W.O. 23-46 Compost Facility Waterline contract to Hample Excavation in the amount of $105,554.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 23-46: Compost Facility Waterline is a water line extension project that provides service for mixing operations at the City's new Compost Facility located adjacent to Hillcrest Road.  The project connects to an existing 12-inch water main with a 2-inch water service and extends the 2-inch water line approximately 2,950-feet to the City's Compost Facility.  

The project was advertised on November 10, 17, 22, and December 1, 2023, in the Yellowstone County News and on the City's website. Bids were opened on December 5, 2023, and six bids were received. Hample Excavation, Inc. submitted the lowest responsible bid.

ALTERNATIVES

City Council may:
  • Award W.O. 23-46 Compost Facility Waterline to Hample Excavation, Inc. in the amount of $105,554; or
  • Not award a contract and reject all bids. If a contract is not awarded, the Compost Facility will not have the necessary water source to complete compost mixing operations.

The project was budgeted in FY 24 using Solid Waste funds as part of the compost facility project.  There is adequate budget to award the project.
