RECOMMENDATION

Staff recommends that the City Council approve the purchase of eight (8) 2023 Ford Interceptor SUV vehicles from Duval Ford in the amount of $389,020.16.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The State of Montana conducts an annual competitive bidding process for law enforcement vehicles.  Pursuant to MCA 18-4-402, local government agencies are permitted to take advantage of the cost savings realized by the State's purchasing volume.  Cooperative purchasers benefit by purchasing through State term contracts through cost savings, expedited order processing, as well as insuring all procurement is completed via proper procurement rules governed by the State and City.

However, Fleet Services was able to negotiate additional discounts off of the State bid and are recommending the discounted prices for award. For this specific model State bid for Duval Ford is $54,982.32. The City received a quote of $48,627.52 per vehicle.  

Staff is requesting that the City Council approve the purchase of eight (8) 2023 Ford Interceptor SUV vehicles from Duval Ford in the amount of $389,020.16. 

ALTERNATIVES

City Council may:
  • Approve the purchase of the 8 vehicles from Duval Ford; or,
  • Not Approve the purchase of the 8 vehicles from Duval Ford and require BPD to issue a formal call for sealed bids, delaying the procurement by at least 8 months. 

FISCAL EFFECTS

The FY2024 budget included $244,680 for 6 vehicles replacement and the FY2025 Equipment Replacement Plan includes 3 vehicle replacements. Staff is requesting to purchase eight vehicles in FY24 because Ford has opened their 2025 model year order banks at this time, and the order banks will likely be closed later this year. If all eight vehicles are approved, a budget amendment from the Equipment Replacement Fund will be needed in FY24 for the additional vehicles ($144,340). Cash is available for these vehicles, as it has been set aside for next years anticipated purchase. One vehicle is being deferred due to budgetary constraints.
