RECOMMENDATION
Staff recommends that City Council award a contract for WO 24-02: 2024 Missing Sidewalk Project, Schedule I--Claim Jumper and Schedule II--Lyman Avenue to Knife River Billings for a total of $471,880.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Missing Sidewalk/Miscellaneous Concrete project is intended to concentrate on installing sidewalk in areas that are missing pedestrian facilities. As a priority, City staff identified missing sidewalk in areas along arterial streets, collector streets, school routes (as identified in the Safe Routes to School Plan), or in high pedestrian areas for inclusion in this program. The streets identified as missing sidewalk are Claim Jumper Lane from Babcock Boulevard to Nutter Boulevard; Lyman Avenue from 22nd Street West to Poly Drive Elementary School; and Lyman Avenue from Elizabeth Street to Poly Drive Elementary School.
The project was split into the following bid schedules:
Schedule I: Claim Jumper Lane and Schedule 2: Lyman Avenue. Contractors were given the option to bid on any combination of schedules. The specified construction schedule was flexible, giving contractors until June 30th, 2025 to complete the work. Separating bid schedules and providing flexible completion time allowed multiple contractors (large and small) to bid on the work and obtain the lowest bids possible.
The project was advertised on January 19, January 26 and February 2, 2924, in the Yellowstone County News and on the City's website. Bids were opened on February 6, 2024 and three bids were received. Knife River Billings submitted the lowest, responsible bid for both Schedules 1 and 2.

ALTERNATIVES
City Council may:
- Award WO 24-02 Schedules 1 and 2 to Knife River, contingent on Council ordering in improvements via resolution
- Award any combination of schedules, contingent on Council ordering in improvements via resolution
- Reject any schedules or all bids. Rejecting certain schedules or all bids will leave areas of missing sidewalk that are key to maintaining continuous pedestrian connections.

The project was budgeted in FY24 using Gas Tax funds and Property Assessments. There is sufficient budget to award the project.
