RECOMMENDATION

Staff recommends that Council award a contract for SID 1425 Broso Park and Gabel Traffic Signal to Montana Lines, Inc., in the amount of $543,718.63.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

SID 1425 Broso Park and Gable Traffic Signal, is being considered for creation at the April 22nd Council Meeting.  With recent developments within Broso Valley Park Subdivision, a traffic signal at the intersection of Broso Park Drive and Gabel Road is warranted.  SID 1425 will construct the traffic signal.  This project is also widening about 800-feet of the west side of Gabel Road south of Broso Valley Park Drive to add a travel lane.  The additional travel lane is being funded from a cash contribution recently collected from Costco for traffic impacts to the intersection of Zoo Drive and Gabel Road.  

The project was advertised on February 2, 9, and 16, 2024 in the Yellowstone County News and on the City's Website.  Bids were opened on February 20, 2024.  Two bids were received but one was considered non-responsive due to errors in the bid documents.  Montana Lines, Inc. submitted the lowest responsible bid.  Staff reviewed the single responsive bid and determined it was reasonable and within the Engineer's estimate of probable cost.

ALTERNATIVES

City Council may:
  • Award SID 1425 Broso Park and Gabel Traffic Signal to Montana Lines, Inc.; or,
  • Do not award the contract.  If not awarded, the project may be more expensive in the future and traffic conditions will continue to degrade.

This SID project was budgeted in FY24 utilizing property assessments (SID), Gas Tax funds, and a cash contribution from Costco. There is adequate budget to award the project.
