RECOMMENDATION

Staff recommends the City Council award a contract for the base bid and alternate #1 for the Pioneer Park Tennis Court Replacement Project, to The Good Earth Works Co. Inc., in the amount of $1,124,654.00.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

This project was approved in the Parks FY24 CIP.

This project is intended to replace the six existing tennis courts and associated fencing south of the restroom facilities at Pioneer Park. These tennis courts have reached the end of their useful life, resulting in the closure of two of the courts. Replacement of these courts will assure a safe playing surface and ADA accessibility.

In addition to the tennis court replacement, an ADA-accessible sidewalk will be added to the west side of the courts to provide access to the playing surfaces.

The project was advertised on February 23rd, March 1st, March 8th, and March 15th, 2024, in the Yellowstone County News and on the City’s website.  Bids were opened on March 19th, 2024, and two bids were received.

STAKEHOLDERS

City of Billings Parks and Recreation.

ALTERNATIVES

City Council may approve the bid from The Good Earth Works Co. Inc., or reject all bids and not approve.

FISCAL EFFECTS

The following bids were received; The Good Earth Works Co. base bid of $1,087,381.00 for tennis courts, $37,392.00 add alternate #1 upgrade to coated fencing. Hellas Construction Inc. base bid of $1,439,020.00 for tennis courts, $51,282.00 add alternate #1 upgrade to coated fencing. 

Parks FY24 CIP designated $1,200,000.00 for "Pioneer Park 6 Tennis Courts Replacement."
