RECOMMENDATION

Staff recommends that the City Council approve and award the Aviation Place Road Rehabilitation Project to Asphalt Plus, Inc. for $899,883.19.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Included in the Airport's Capital Improvement Plan and FY 24 budget is a project to rehabilitate an existing airport service road that is 25 feet wide by 2,450 feet long and used by tenants and Airport staff to access the airfield through five security access control gates.  Aviation Place is also the primary road for all emergency vehicles including fire, ambulance and police to access the east side of the Airport which includes Edwards Jet Center, Rocky Mountain College Flight School, Cape Air Maintenance Facility, fuel farm, private aviation businesses and numerous aircraft hangars.  The contractor will mill 2 inches of the existing asphalt surface off and replace with a new 2-inch asphalt overlay.  The project will also include utility modifications, installation of conduit, pull-boxes and fiber-optic cables and pavement markings.  The existing road is at the end of its useful life, over 20 years old and needs to be replaced.  The work will take 45 days to complete and will be done this summer. 

This project was advertised in the Yellowstone County News on March 1, 8, 15 and posted on the City and Airport's websites.  On March 19, 2024, the following bids were received:

ALTERNATIVES

City Council may:
  • Approve the award of the Aviation Place Road Rehabilitation Project to Asphalt Plus, Inc. for $899,883.19; or,
  • Not Approve the award, reject all bids, and delay the project.

FISCAL EFFECTS

The total cost of this project is $899,883.19.  This project will be funded at 90% with Federal Aviation Administration (FAA) Airport Improvement Program (AIP) entitlement grant funds and 10% with local match funds.  The FAA's grant funding will be $809,894.87 and the local match will be $89,988.32.  The local match funds are budgeted and available in the Airport's Capital Account.
