RECOMMENDATION

Staff recommends that City Council award a contract for W.O. 24-01, Contract 3: Cedar Park Water Main Replacement, Zone 1 and Zone 2 to Askin Construction, LLC. in the amount of $3,369,916. 

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 24-01 Contract 3, Cedar Park Water Main Replacement, will replace approximately 7,930 feet of existing water main. Water mains being replaced were selected based on several criteria including age, break history, lead joint pipe, fire flow deficiency, and undersized water mains.  This project will replace the water mains in Cedar Park Subdivision.  The existing ductile iron water mains have been prone to frequent breaks due to highly corrosive soils.  In many instances, the existing water main is located in the boulevard underneath other utilities, causing repairs to be lengthy and expensive. Furthermore, when water main breaks occur in this subdivision, large portions of the subdivision are without water until repairs are completed.  The new PVC water main will be located in the street and won't be damaged by the corrosive soils, which will result in the reduction of maintenance costs from water main breaks.  A significant reduction in water main breaks will reduce the amount of time Cedar Park Subdivision has water outages.

The project was advertised on March 1, March 8, and March 15, 2024, in the Yellowstone County News and on the City's website.  Bids were opened on March 19, 2024, and four bids were received.  For the total of Zones 1 and Zone 2, Askin Construction, LLC. submitted the lowest, responsible bid.

ALTERNATIVES

City Council may:
  • Award W.O. 24-01, Contract 3: Cedar Park Water Main Replacement, to Askin Construction, LLC. in the amount of $3,369,916 for Zone 1 and Zone 2; or,
  • Do not award a contract and reject all bids.  If the project is not awarded, the City's water mains in these areas will continue to be unreliable, undersized, and will experience ongoing maintenance problems and expenses.

The project was budgeted in FY24 using Water Funds, ARPA Grant Funds, and Montana Department of Commerce Infrastructure Grant Funds.  There is sufficient budget to award all schedules of the contract.
