RECOMMENDATION
Staff recommends that City Council award a contract for W. O. 24-10 & W.O. 22-22 - 2024 Annual Street Reconstruction Schedules I and II to Weave Construction in the amount of $619,075.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 24-10 & W.O. 22-22 - 2024 Annual Street Reconstruction will reconstruct 9th Avenue South (W.O. 24-10), from State Avenue to South 31st Street; and 10th Avenue South (W.O. 22-22), from South 31st Street to South 30th Street, and South 30th Street (W.O. 22-22), from 10th Avenue South to State Avenue. The street improvements associated with 9th Avenue South include maintenance of curb and gutter; full-depth reconstruction of the existing asphalt street section, which has deteriorated to a degree that extends beyond the capabilities of typical pavement preservation programs; and installation of accessible ramps. The street improvements associated with 10th Avenue South and South 30th Street include maintenance of curb and gutter, installation of new curb and gutter, full depth reconstruction of the existing asphalt street section and street widening to the typical residential street width of 34-ft back of curb to back of curb, installation of missing sidewalk, drive approaches, and accessible ramps. The missing sidewalk along South 30th Street West will provide pedestrian access from the parking lot to the sugar beet factory to the south. New storm drain infrastructure will also be constructed.
The project was advertised on February 9, 16, and 23, March 1, 8, 15, 22, and 29, 2024 in the Yellowstone County News and on the City's website. Bids were opened April 2, 2024. Three bids were received. Weave Construction submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Award W.O. 24-10 & W.O. 22-22 - 2024 Annual Street Reconstruction, contingent on approval of the Resolution ordering improvements on 10th Avenue South and South 30th Street, to Weave Construction in the amount of $619,075.00; or,
- Do not award a contract and reject all bids. If the contract is not awarded, the streets will continue to degrade and the street improvements will not be constructed.

The project was budgeted in FY 24 through Gas Tax, Street Maintenance District 2 Funds, and property owner assessments. There is adequate budget to award this contract.
