RECOMMENDATION
No formal action is expected at this work session; however, staff is seeking direction from Council on the program rate structure and level of service.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
At the October 2, 2023 Council Work Session, Staff sought direction from Council on three proposed stormwater programmatic changes. After a presentation and discussion, Council directed and endorsed Staff to continue development of the stormwater program by:
· Changing the rate structure to an Equivalent Residential Unit (ERU) based approach.
· Calculate and develop stormwater system development fees (SDF).
· Complete the rate study and calculate rates needed to meet the Level of Service identified by the Budget and Finance Committee.
Staff continued stormwater program development and then presented updated information back to the Budget and Finance Committee at their May 15, 2024 meeting. At that meeting, Staff discussed that further development and implementation of the SDF will occur within the next Fiscal Year. Staff also presented updated information for proposed rates and rate structure. At this meeting, the Budget and Finance Committee recommended implementing an ERU based rate structure and a rate profile commensurate with the level of service package previously recommended by the Budget and Finance Committee.

ALTERNATIVES
Council action will not be required at this meeting. Information presented at this meeting is for informational and discussion purposes. A resolution for the rate structure and rates based upon the selected level of service will be on the June 10, 2024, Council agenda.
