Staff recommends purchasing a 2024 Deice Truck from I-State Truck Center Bid #1 in the total amount of $160,562, which includes the trade amount and a 5-year engine/transmission warranty. 

The purchase of a deice truck is included in the FY24 Equipment Replacement Plan (ERP) and FY24 Street & Traffic budget.  The deice truck is a vital part of operations. It is one of three trucks used during the winter to spread calcium chloride on the roads to help melt the snow/ice and is also used during the summer as a water truck.  This purchase will replace an existing unit which will be traded in. 

The deice truck was advertised on May 17th and 24th, 2024, in the Yellowstone County News and on the city's website.  Bids were opened on June 4, 2024.  Three bids were received.  I-State submitted 2 bids but used different installers for each bid.  I-State Truck Center bid #1 submitted the lowest responsible bid.  

City Council may:

• Approve purchasing the 2024 deice truck; or,
• Not approve the purchase.  If not approved, a complete rebuild of the bed, tank, pump & spraying system will be required.  It is expected that repair costs and downtime on the truck will increase.  This truck is one of three in the fleet and is critical in winter operations.  If the truck is not functional, staff will need to rely on other methods that are more expensive and require more time and cleanup, as well as decrease service levels.

The deice truck was included in the FY24 Street and Traffic budget.  The low bid is over budget by approximately $5,000 and savings from other equipment purchases will be utilized to fund the shortfall.
