RECOMMENDATION

Staff recommends the City Council approve Amendment #1 to the Construction and Maintenance Agreement for the intersection of Rimrock Road and 62nd Street West with MDT in the amount of $207,826.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

In June 2020, the City of Billings signed a Construction and Maintenance Agreement with MDT for the roundabout that is being constructed at the intersection of Rimrock Road and 62nd Street West.  During the City's stormwater program development process, it was determined that the least expensive option to provide regional storm drain service for Rimrock Road from 62nd Street West to 54th Street West would be to utilize the City's existing detention pond located west of 62nd Street West.  Construction of Rimrock Road is scheduled for Fiscal Year 2027.  To make the future storm drainage connection for Rimrock Road to the detention facility as cost-effective as possible and not have to dig through new pavement along 62nd Street West, installation of a storm drain pipe as part of the roundabout's initial construction is the most desirable approach.  This amendment to the Construction and Maintenance Agreement provides for a section of storm drain pipe that will be used in the future.  

ALTERNATIVES

City Council may:
  • Approve Amendment #1 to the MDT Maintenance and Construction Agreement in the amount of $207,826; or,
  • Not approve Amendment #1 to the MDT Maintenance and Construction Agreement.  If not approved, the storm drain mainline pipe proposed under this agreement will have to be installed at a later time and the new road will be disturbed by the pipe installation.

FISCAL EFFECTS

FY 24 Stormwater Funds will be used for this work.  There are adequate funds to approve this agreement.
