PROBLEM/ISSUE STATEMENT
In November, 2009, the Parking Division witnessed several deficiencies in the 29th Street Sky-bridge that connects the Park 1 garage to the Hart-Albin parking garage. Staff contacted CTA Architects to put together a condition audit and identify how best to proceed with the repair of this Sky-bridge. This repair is deemed necessary to insure against total failure of steel frame and roof systems as well as to repair the support structure and extend the usable life of this structure. CTA estimated the cost of repairing the observed deficiencies at approximately $170,000. This repair was listed in the FY11 Capital Improvement Plan and listed as an approved expense in the FY11 Parking Division budget.
The project was advertised in the Billings Times on March 31, April 7, and April 14, 2011, and on the City of Billings website. On April 26th, 2011, the following bids were received:

ALTERNATIVES ANALYZED
Staff has identified the following alternatives:
1. Award contract to General Contractors Construction Company as the lowest responsive bidder.
2. Reject all bids and re-advertise the Invitation for Bids.
3. Reject all bids and suspend any repairs on the 29th Street Sky-bridge.

FINANCIAL IMPACT
This project will be funded with Parking Division funds. Any additional cost will be absorbed within other line items of the budget or by deferring other projects.
RECOMMENDATION
Staff recommends that Council approve the 29th Sky-bridge Rehabilitation contract to General Contractors Construction Company in the amount of $230,814.00.
