RECOMMENDATION

Staff recommends the City Council reject all bids received for W.O. 22-44: Zone 1, Water Storage Improvements, Schedule 1 - Construction Contract.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Within the City of Billings' water distribution system, pressure zone #1 serves the central part of the City that includes areas north of I-90 and east of Virginia Lane or 5th Street West.  The 2023 Water Masterplan identified Zone 1 as deficient in water storage to meet current demands.  Additional storage is needed to address primarily emergency storage reserves.  However, adjacent pressure zones are able to contribute to a portion of the emergency storage needs.  W.O. 22-44 would add a 3 million gallon storage tank to Zone 1, and include a new water main from the 6th Avenue Bypass to feed the new reservoir.  The project was split into separate schedules for bidding purposes.  Schedule 1 primarily involves the construction of the waterline, and Schedule 2 primarily involves the construction of the new water tank.  This memo relates to Council action on the bids received for Schedule 1, waterline.  Staff recommends rejection of all bids and to delay the Zone 1 project until additional funding is available due to funding higher priority projects (e.g. the Zone 4 pump station and pipeline).

W.O. 22-44: Zone 1, Water Storage Improvements, Schedule 1 was advertised on April 19 and 26, and May 3, 10, 17, 24, and 31, 2024 in the Yellowstone County News and on the City's website.  Bids were opened on June 4, 2024.  Three bids were received.  Askin Construction submitted the lowest responsible bid.

ALTERNATIVES

City Council may:
  • Not award a contract and reject all bids; or
  • Award a construction contract to Askin Construction in the amount of $997,215; which would adversely affect the City's ability to proceed with other water projects that have a higher priority

W.O. 22-44 Zone 1 was budgeted in FY25 using Water Funds.  However, the Zone 4 project is a higher priority based on the CIP project ranking than Zone 1.  The Zone 4 pump station project recently bid and resulted in higher than anticipated costs.  The Zone 1 project will be delayed and re-bid in the future.
