BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)


The Parks Department has had the replacement or upgrade of splash pads and wading pools for numerous budget cycles. There were some questions from the City Council about the different types of splash pads and how splash pads and wading pools compare in cost and maintenance. 
A feasibility study was conducted in April 2024 to assess the condition of existing aquatic play features, including spray grounds and wading pools, in Billings' public parks. The study aimed to develop a data-driven plan for renovation, replacement, or addition of these features based on resident needs and usage patterns. The evaluation considered current conditions, demographic data, and community feedback.



Key findings from the feasibility study include:

Existing aquatic features vary in condition, with some facilities requiring significant upgrades or replacements.
   
High-traffic parks such as Terry Park, Pioneer Park, and Hawthorne Park have outdated or unsafe wading pools and spray grounds.
   
Castle Rock Park, Highland Park and South Park spray grounds are in good condition and requires no immediate changes.



As the City moved toward the replacement of South Park pool, a concept became important, so that was added to the scope of the Feasibility Study. The study analyzed South Park Pool, it also explored how South Park Pool will perform against the existing Rose Pool. The study also evaluated resident needs and usage patterns to develop a data-driven plan for renovation, replacement, or addition.
Three different concepts were prepared, and performance data was analyzed.

SUMMARY

The feasibility study emphasizes the need for strategic renovations and replacements to ensure the safety and functionality of Billings' aquatic play features. Prioritizing high-need areas will address immediate safety concerns and enhance community engagement. The recommended plan includes:

   Replacing outdated wading pools with modern spray grounds.
   Implementing themed renovations to foster community pride.
   Utilizing cost-effective and low-maintenance pump and dump spray grounds for future projects.

This plan will lead to long-term benefits for the community, ensuring that Billings' public parks continue to meet the recreational needs of its residents.

The South Park Pool Feasability Study provides three concepts for the replacement of the South Park pool and analyzed the operational costs for each concept.
