RECOMMENDATION

Staff recommends that the Policy Coordinating Committee (PCC) receive an overview presentation of the Metropolitan Planning Organization (MPO) Process Review. This review was administered by the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and the Montana Department of Transportation (MDT). No formal action is required.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The MPO review process is completed every 5 years. The purpose of the review is to determine if the planning processes and practices substantially comply with the governing laws, regulations, and guidance of the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA).  Priority recommendations are identified to ensure necessary improvements are completed.  Other recommendations identify opportunities for improvement.  Commendable practices are highlighted to illustrate the strengths of the MPO planning process. The review was conducted May 29-30, 2024 by the FHWA, FTA, and MDT in cooperation with the Billings MPO and MET staff.

Results of the process review are incorporated into the formal transportation planning finding.  A planning finding (23 CFR 450.328(a) and 450.218(b)) is a formal action taken by the FHWA and FTA to ensure that Statewide Transportation Improvement Programs(STIPs) and metropolitan Transportation Improvement Programs (TIPs) are consistent with statewide and metropolitan transportation planning processes, regulations and guidance. 

The result of the review is a finding that the Billings metropolitan planning process substantially complies with the regulations under Subpart C – MetropolitanTransportation Planning and Programming – 23 CFR § 450 and related FHWA/FTA guidance. The Billings MPO transportation planning process incorporates numerous commendable practices.
