PROBLEM/ISSUE STATEMENT

Montana Amateur Sports, Inc., requests temporary street closures for the annual Heart and Sole Run on June 18, 2011. All races start at Saint Vincent Healthcare starting at 8:30 a.m. and finish at Dehler Park by 1:00 p.m. This route has changed from the previous years. The start line for the race is near 12th Ave N and N. 30th St. The race proceeds south on N. 30th. The two mile walkers turn at 11 Ave N., 5K runners turn at 9th Ave N and the 10K runners turn at 8th Ave N. There will be police assistance stationed at 12th Ave N on N. 27th where the participants will cross to continue to Dehler Park.

Conditions of approval include:
1. Provide and install adequate signs and traffic barricades directing motorists around event.
2. In addition to the traffic barricades, standard construction candles spaced at 20-feet on-centers with appropriate "breaks" to allow for access in/out of the businesses on the east side of 27th is required.
3. Provide a certificate of insurance naming City of Billings as additional insured.
4. All course guards (flaggers) shall wear safety apparel and use approved STOP/SLOW paddles.
5. Notify all emergency facilities, bus lines and media at least two weeks in advance of the event.
6. Clean the area to be used and provide and empty waste cans .

ALTERNATIVES ANALYZED

The Council may:
• Approve the request to close streets for the event; or
• Deny the street closure

FINANCIAL IMPACT

There are no costs to the City of Billings for this event other than administrative time to process the permit. Police, traffic control and litter removal are to be paid for by the Montana Amateur Sports, Inc.

RECOMMENDATION

Staff recommends that Council approve the street closures for the Heart and Sole Run on June 18, 2011.
