Staff recommends the City Council award the one-year contract with 2 optional one-year extensions for snow hauling to JC Excavation at the amount of $174.99 per hour/truck and driver, not to exceed $125,000 per year.

Public Works utilizes snow hauling services to supplement Street/Traffic crews with removing snow from the streets to clear snow from streets in a shorter amount of time.  The FY25 snow hauling bid was advertised on November 1 and 8, 2024, in the Yellowstone County News and on the City's website.  Bids were opened on November 19, 2024 and four bids were received.  JC Excavation submitted the lowest, responsible bid. 

The bidders must be able to provide the following for snow hauling:

• Minimum of 5 – 12 yard dump trucks with drivers
• Single dispatcher available throughout the duration of the activated hauling schedule
• Must be able to work 24 hours/day in conjunction with Street/Traffic shifts
  • 12hr daytime shift 8:00 AM to 8:00 PM
  • 12hr night shift from 8:00 PM to 8:00 AM
• Must be able to work during adverse winter weather.

City Council may:

• Approve the contract to JC Excavation; or,
• Not approve the contract, which will result in longer lead times for snow to be cleared from streets after a storm.

Snow Hauling is in the approved FY25 budget in the amount of $125,000 using Street Maintenance District funds.
