PRPL staff recommends the City Council award a contract base bid for Coulson Park North/South Improvements to K2 Civil in the amount of $249,179. This includes the base bid of $192,784 and alternate 1 for $56,395.

The funding for this project is from a NRDP (Natural Resource Damage Program) grant.  This agenda item is contingent on Council accepting and approving the use of funds.  The North/South improvements are a combined project. The need for combining the project was due to the fact the original consulting firm that designed the master plan and was to administer construction services was no longer in business.  Steiner Thuesen combined plans for each and made it one project.  The project includes a new restroom, 60x40 shelter, updated sidewalks, trails, and parking areas.  A new trail will also be installed connecting the north and south areas.  These were accepted funds from flooding in 2018. Attached is the council memo and the contract.  Although the park was partially open to the public over the last 7 years, the bulk of the park was shutdown due to covid and worked performed by Phillips 66 and Sletten Construction.

Project bids were opened on October 1, 2024.

City Council may: Approve the bid from K2 Civil, or reject all bids and not approve.

Funding is coming from a NRDP Grant in the amount of $332,949.75. An additional $24,000 is currently being held by PRPL. PRPL will be responsible for ordering a prefabricated restroom and a 60x40 shelter.  Installation costs of these items are covered by K2 Civil's bid. There will be approximately $59,770 remaining for bathroom and additional upcoming work.  The current operating budget is approximately 20-22% of the master plan budget of $1,759,729.00.  This budgetary number was determined in 2019. We do not expect to hire any FTEs.  Any additional work added because of the improvements should still be handled in the allotted time that a park employee is already onsite.  With proper maintenance we expect the restroom and shelter to surpass the suggested life expectancy by the manufacturer.
