RECOMMENDATION

PRPL seeks City Council consent to accept $143,023 from FWP Recreational Trails Program Grant and Billings Trail Net.  Funding amounts are as follows : FWP $84,182; Billings Trail Net $58,841.  Additionally, PRPL requests approval to utilize these funds to construct 0.20 miles of trail to extend the Big Ditch Trail.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The Big Ditch Trail Extension will start at the southwest corner of Rimrock West Park, connecting to the existing trail sidewalk. It will extend west toward River Rock Estates and end at Stone Creek Trail within the subdivision, adding 0.20 miles of new trail. This extension will be a valuable asset for pedestrians, cyclists, individuals with disabilities, and families, providing a safe route from the subdivision to the park.

Improvements include:
New pavement
Adding ADA access points where necessary
New wayfinding signage
This project aligns with community plans, including Billings Trail Net Asset Management Plan, and federal Healthy People 2030 objectives.

STAKEHOLDERS

Billings Trail Net: A non-profit organization that submitted the grant application
River Rock Estates Subdivision
City of Billings Parks, Recreation, and Public Lands Department: Responsible for the trail's construction and long-term maintenance.

ALTERNATIVES

City Council may:
  • Approve the grant acceptance and donated funds and authorize the trail construction
  • Not Approve the funding

FISCAL EFFECTS

The project budget of $143,023 will be funded through:
RTP - $84,182
Billings Trail Net - $58,841 ($21,045 match funds, $37,796 additional donated funds)
PRPL - Time/ project management and coordination.

As this is new construction, PRPL does not expect to hire any FTEs.  We do expect a minor increase in long-term costs due to the existing staff and added time for trail maintenance, i.e. - snow removal.
