RECOMMENDATION
Staff recommends Council approve a General Contractor / Construction Manager (GC/CM) contract to Langlas General Contractors for pre-construction services not to exceed $15,000 and construction services for cost plus 2.75% mark up and 2.75% change order mark up.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
On January 13, 2025, the City Council approved resolution 25-11250 authorizing City Staff to utilize an alternative delivery method for the Amend Park Recreation Campus. The Parks and Recreation Department solicited a Request for Proposals and received 5 proposals. A selection committee narrowed the field down to the top three respondents by scoring the proposals in the following categories, per the RFP:

- Key Project Staff
- Approach to the Project
- Project Cost
The top three firms were invited to interview in person with the selection committee. The committee selected Langlas General Contractors as their top choice based on their scoring in the RFP categories and their presentation.
Upon approval of the proposed contract, Langlas will work with City Staff and the design team to provide pre-construction services, which includes multiple rounds of cost estimating for budget purposes, design review, and value engineering suggestions during the design phase. The advantage to this type of delivery method is the ability to design for the budget and cost-savings from the beginning of the project instead of finishing the plans, going out to bid, and then having to redesign or reduce the scope of the project if the bids come in over the budget.
After the design is completed, Langlas and the City will negotiate a Guaranteed Maximum Price (GMP) for the construction of the project. Langlas will then serve as the General Contractor and manage the construction of the project. The GMP amendment will be approved by Council at a future meeting.

ALTERNATIVES

Not Approve, which would require the City to re-evaluate the project delivery method and potentially delay construction.

FISCAL EFFECTS
The cost for pre-construction services and construction will be paid through TIF funds from the South Billings Urban Renewal Association.
SUMMARY
The GC/CM delivery method allows for proactive budget management and collaborative planning, significantly reducing the risk of cost overruns. Langlas & Associates has demonstrated the capability, experience, and financial stability to successfully deliver this project.
City Staff recommends approval of the contract, enabling timely progress on the Amend Park Recreation Campus.
