RECOMMENDATION

Staff recommends that Council conduct a public hearing and approve the resolution creating SID 1428 Annafeld Subdivision 5th Filing Streetlights.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

McCall Development Inc., the developer of Annafeld Subdivision, 5th Filing, desires to construct public improvements in the subdivision that include streetlights.  McCall Development would like to complete these improvements utilizing a special improvement district which is allowed through the recorded Subdivision Improvements Agreement for the subdivision.  Annafeld Subdivision, 5th Filing, is located south of Elysian Road near Elysian School.  The streetlights will be installed along each street frontage. The streetlights will be maintained by the Homeowners Association until all of Annafeld Subdivision is completed.  At that point, a Special Improvement Light Maintenance District (SILMD) will be created for maintenance.  

McCall Development previously constructed the streets and underground utilities (water, sewer, and storm drain) within Annafeld Subdivision, 5th Filing, totaling $2,259,200 worth of improvements.  These improvements count toward the required improvements in order to meet the requirements of the City's Raw Land District Requirements (Resolution No. 05-18234). The previously constructed improvements represent approximately 90% of the total improvement costs when including street, utility, and streetlight improvements.

The streetlights are proposed along 2,125 lineal feet of street that includes 69 lots totaling 78 residential dwelling units.  Construction and financing costs totaling $248,000 spread on 78 units results in a cost of about $3,180 per unit.

ALTERNATIVES

The Council may:
  • Conduct a public hearing and approve the resolution creating SID 1428; or,
  • After holding a public hearing, not approve the resolution creating SID 1428.  If not approved, the developer will have to install streetlights at their cost.

FISCAL EFFECTS

The total estimated costs of the improvements are $248,000 which will be paid from the sale of SID bonds and assessed to the properties within the SID boundary.
