RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 25-08: Rose Park Trail to Rimrock Dirtworks in the amount of $164,601.80.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The Rose Park Trail project is part of the Safe Routes to School Plan, Phase 1. It provides a safe route for students living in apartments west of Rose Park to reach Rose Park Elementary without crossing major streets.

On January 23, 2023, the Council approved submitting grant applications for Phases 1 and 2 of the Rose Park trail to the Recreational Trails Program (RTP) and Montana Trail Stewardship Grant programs. These grants are managed by Montana Fish, Wildlife & Parks. Phase 1 received funding in 2023. However, Phase 2 was not funded at that time. On January 8, 2024, the Council approved reapplying for Phase 2 funding, and staff submitted another application. Partial funding was awarded in the 2024 RTP cycle. The Council approved an easement with Billings Public Schools for the trail on February 24, 2025.  The City has two contracts with Montana Fish, Wildlife & Parks for the trail funding and construction.

The project was advertised on February 7, 14, 21, and 28, 2025, in the Yellowstone County News, Billings Gazette, and on the City's website. Staff opened bids on March 4, 2025. There were 8 bids received. Rimrock Dirtworks submitted the lowest responsible bid.

An additive alternate was included in the bid for the contractor to handle irrigation relocation instead of the Parks Department. Staff recommends awarding base bid and additive alternate as part of the project.  This additive work fits within the project budget.

ALTERNATIVES

City Council may:
  • Award W.O. 25-08: Rose Park Trail to Rimrock Dirtworks including the base bid and additive alternate in the amount of $164,601.80; or,
  • Do not award a contract and reject all bids. If the contract is not awarded, Rose Park trail cannot be completed as part of the Safe Routes to School plan.  Rejecting all bids would be inconsistent with the four previous Council votes in favor of the project. The City may also be required to reimburse funds received from the Recreational Trails Program grant.

The project was budgeted in FY25 using $150,000 from the Recreational Trails Program grant, up to $33,280 Billings Trailnet funding (if accepted by Council at this meeting), and $16,640 Billings Parks and Recreation Matching Grant funds. There are sufficient funds to award this project.  Any remaining funds will be used for materials testing and any change orders.
