RECOMMENDATION

Staff recommends that City Council award a contract for W.O. 25-25: Annual Culvert Replacement Program to Earth Movers Excavation, Inc. in the amount of $192,499.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 25-25: Annual Culvert Replacement Program, is a project that will upgrade and replace existing road-crossing culverts along portions of the City High Ditch and the Big Ditch.  The City has an annual culvert replacement program to identify and replace culverts prior to their catastrophic failure (collapse).  Culverts are scheduled to be replaced based upon their age, material, surrounding soil conditions, and a visual inspection of the culvert. This project will replace two culverts along the Big Ditch east of Shiloh Road and one culvert crossing along the City High Ditch located north of Rimrock Road.  These culverts have reached the end of their design lifespan and were identified as needing to be upgraded and replaced as part of the Stormwater Utility development process.              

The project was advertised on February 7, 14, 21, and 28, 2025 in the Yellowstone County News and on the City's website. Bids were opened on March 4, 2025.  Nine bids were received. Earth Movers Excavation, Inc. submitted the lowest, responsible bid.

ALTERNATIVES

City Council may:
  • Award W.O. 25-25: Annual Culvert Rehab Program to Earth Movers Excavation, Inc. in the amount of $192,499; or,
  • Do not award a contract and reject all bids. If the contract is not awarded, replacement of these culverts will be delayed, which increases the risk of full culvert failure.

The project was budgeted in FY25 using Storm Funds in the amount of $375,000.  There are adequate funds to award this contract.   Remaining funds will be used for additional storm projects, materials testing and any change orders.
