PROBLEM/ISSUE STATEMENT
In June 2010, the City Council approved application processes for the Community Development Division for the Fair Housing Initiatives Program (FHIP) grant for local fair housing education and outreach activities through the U.S. Department of Housing and Urban Development.
HUD released a notice of funding application for this program on November 19, 2010 and the grant was due and submitted by Community Development staff on December 21, 2010. The Community Development Division applied for and was granted the maximum award, which is $125,000. The program period began on May 1, 2011 and will continue until April 30, 2012. Activities are identified by organization on the attached Statement of Work.
Organizations participating in this year’s FHIP grant application include: Community Housing Resource Board ($18,500); Interfaith Hospitality Network ($3,198); Rimrock Foundation ($28,035); and Yellowstone AIDS Project ($13,090). The Community Development Division also partners with the Self-Help Law Center and the Billings Partners for American Indian Homeownership for the purchase and distribution of fair housing-related materials.

ALTERNATIVES ANALYZED
1) Approve FHIP awards and authorize staff to negotiate and finalize Subrecipient Agreements; 2) Not approve FHIP awards and authorize staff to negotiate and finalize Subrecipient Agreements.
As a recipient of CDBG and HOME funds, the City of Billings is required to affirmatively further fair housing in our community. Community Development staff utilizes the FHIP grant to further fair housing opportunities in Billings.

FINANCIAL IMPACT
The Community Development Division will utilize approximately $33,000 in FHIP funding to provide grant administration, management and reporting to meet established HUD requirements during the project year.
RECOMMENDATION
Staff recommends that the City Council approve FHIP awards to the following organizations to carry out activities identified in the Statement of Work: Community Housing Resource Board; Interfaith Hospitality Network; Rimrock Foundation; and Yellowstone AIDS Project. Staff also recommends City Council authorize staff to negotiate and finalize Subrecipient Agreements in order to implement FHIP-funded activities.
