RECOMMENDATION
This is a special agenda item that will provide information to the City Council for discussion. No formal action will be taken at this meeting but direction from City Council will help staff develop an ordinance that will be presented to council for action on a future meeting.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City Council adopted new subdivision regulations in 2024. As part of subdivision regulation effort, traffic study standards were updated and public street widths were clarified, including provisions for boulevard sidewalks and streetlights. The curb cut ordinance is part of the site development regulations. The curb cut ordinance update will provide consistency in traffic studies between site development and subdivision regulations, correct some of the current code conflicts, and re-establish parking lot surfacing requirements that were removed with the implementation of the Re-Code zoning updates. In addition, staff proposes to reference the private street standards to those found in the subdivision regulations specific to street width, provisions for sidewalks, and streetlights.
To-date, staff engaged with local architects, engineers, surveyors, designers, the Home Builders Association, and various home builders through meetings and direct mailing. Staff anticipates bringing the code update to Council at the May 27, 2025 meeting for a public hearing and adoption.
